Legal basis: Article 100 of the Power Supply Business Rules endangers the safety of power supply and disturbs the normal order of power supply and consumption, which is a breach of contract. Anyone who commits one of the following illegal acts of electricity consumption shall bear the corresponding liability for breach of contract:

In the power supply line with low electricity price, anyone who connects the electric equipment with high electricity price without authorization or changes the category of electricity consumption without authorization shall pay the difference electricity fee according to the actual use date and bear the penalty of twice the difference electricity fee. If the electricity consumption exceeds the capacity agreed in the contract and increases privately, the user who belongs to the two-part electricity price shall pay the basic electricity fee for the month when the equipment capacity is increased privately, and bear the default electricity fee of three times the basic electricity fee for the capacity increase privately; Other users shall bear the default electricity fee for each kilowatt (kva) of 50 yuan's privately increased capacity. Users require to continue to use, according to the new installed capacity to go through the formalities.

3. Those who exceed the planned allocation of electricity without authorization shall bear the default electricity fee per kilowatt 1 yuan during peak hours according to five times the current electricity price.

4 unauthorized use of power equipment that has been stopped by power supply enterprises or sealed by power supply enterprises shall be stopped. Users who belong to the two-part electricity price, who use or use the capacity and months of sealed equipment without authorization, shall pay the basic electricity fee and bear the default electricity fee of paying twice the basic electricity fee; Other users who use or activate the capacity of sealed equipment without authorization shall bear the default electricity fee per kilowatt (kva) of 30 yuan. If the equipment that is privately expanded is sealed, the defaulting user shall also bear the liability for breach of contract stipulated in Item 2 of this article.

5. Those who move, modify or operate the electricity metering devices, power load management devices, power supply facilities and power receiving equipment agreed by the power supply enterprises without permission belong to resident users and shall bear the default electricity charges for each 500 yuan; If it belongs to other users, it will bear the default electricity fee of 5000 yuan each time.

6. Without the consent of the power supply enterprise, if the power supply is introduced (supplied) without authorization or the standby power supply is connected to other power sources without authorization, in addition to immediately removing the wiring, it shall also bear the default electricity fee for the imported (supplied) or connected power supply capacity per kilowatt (KVA) of 500 yuan.
