Regulations of Jilin Province on Postal Service

Chapter I General Provisions Article 1 In order to strengthen the postal work, standardize the postal market order, ensure the normal postal work, promote the development of postal services, safeguard the interests of the state and the legitimate rights and interests of users, and meet the needs of socialist construction and people's life, these Regulations are formulated in accordance with the Postal Law of People's Republic of China (PRC) and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to postal construction, postal operation and management activities within the administrative area of this province.

Inbound and outbound international postal services shall be implemented in accordance with relevant national laws and regulations. Article 3 The provincial postal administration department is responsible for the management of the postal industry in the whole province.

City (state) postal administration department is responsible for the management of postal industry within its administrative area within the scope authorized by the provincial postal administration department.

The relevant departments of the people's governments at all levels shall, in accordance with their respective responsibilities, do a good job in the management of the postal industry. Article 4 People's governments at all levels shall incorporate the establishment of postal enterprises and their branches and the construction of postal facilities into urban and rural construction plans. Article 5 Postal enterprises should aim at providing universal postal services to the society and provide users with rapid, accurate, safe and convenient postal services. Article 6 Postal facilities belong to public infrastructure. All units and individuals have the obligation to protect postal facilities and mail safety, and have the right to stop or report acts that damage postal facilities and endanger mail safety. Chapter II Planning and Construction Article 7 The postal administration department shall be responsible for the preparation of postal professional plans according to the overall urban planning, which shall be implemented after being examined by the urban planning administration department and reported to the local people's government for approval.

The overall planning and construction planning of villages and market towns shall include the contents of postal facilities.

Development zones, industrial and mining areas, tourist areas and urban communities should plan and build postal service facilities, and relevant departments should provide convenient conditions in site selection and land use. Eighth city office buildings, residential buildings and other permanent public buildings should be equipped with standard letter boxes (groups) or mailrooms, and the required expenses should be included in the construction cost.

If the built residential building fails to set up the letter box (group) or mailroom according to the regulations, the property right unit or property management unit shall make up for it. Article 9 If the post office (office) or other postal facilities need to be demolished due to urban construction, the construction unit shall negotiate with the postal administration department in advance, and carry out it according to the principle of resettlement first and then demolition on the premise of facilitating social postal use and not lowering the postal service standard, and the required expenses shall be borne by the demolition unit. Tenth in addition to the provisions of article ninth of this Ordinance, the post office (office) is built by the construction unit, and its construction costs are borne by the postal enterprises; Post offices (offices) are built by postal enterprises, and their land prices are implemented in accordance with the standards for urban infrastructure land use. Eleventh postal enterprises set up postal mailboxes (boxes) and newspaper reading windows according to urban planning and social needs, and the space occupied by them is used free of charge; The fees paid for setting up postal kiosks and postal newsstands shall be implemented in accordance with the relevant provisions of the province. Chapter III Services and Guarantees Article 12 Newly-built enterprises, institutions and residential buildings shall be registered with local postal enterprises by their units or property management units of residential buildings. Where a unit changes its name or address, it shall notify the local postal enterprise in writing. Postal enterprises shall send postal services within seven days from the date of registration by users.

For users who have no postal services for the time being, postal enterprises shall deliver postal services to postal collection points or postal boxes recognized by users. Thirteenth postal enterprises should set up obvious signs in the business premises, announce the business hours, business types and tariff standards, provide consulting services, and indicate the collection frequency and time on the mailbox (box).

Larger stations, airports, ports, restaurants and shopping malls should provide postal services in places convenient for users, and postal enterprises should provide postal services. Fourteenth postal enterprises and their staff have the obligation to keep confidential the mail, remittances and savings deposits delivered by users. Unless otherwise stipulated by law, they shall not provide information about users' use of postal services to other units and individuals other than users. Fifteenth postal enterprises and their staff shall not commit the following acts:

(a) unpacking, concealing, destroying, stealing mail, tearing up stamps, embezzling money from users;

(2) Delayed or lost mail;

(3) refusing to handle the postal services that should be handled;

(four) to suspend the postal service to users without authorization;

(5) changing the charging standards or charging items of postal services without authorization;

(six) forcing users to use high-priced postal services;

(seven) transfer, lend or lease postal datestamps, postal bags and special postal signs;

(eight) the use of postal vehicles to transport other items other than mail. Article 16 In principle, postal enterprises shall not accept and send letters delivered by users who use envelopes or postcards that do not meet the national standards. If the letter cannot be sent, it shall be returned to the sender by the postal enterprise; If it cannot be returned to the sender, it will be considered as no mail.

Letters delivered by users shall be written with postal codes in accordance with regulations. Seventeenth urban residential areas to implement property management, postal enterprises can entrust the property management unit to deliver mail in accordance with the contract.
