Huirun Jiayuan is not a closed community. The surrounding community is the institutional setup proposed in "Deepening the Reform of Party and State Institutions" deliberated and adopted by the Political Bureau of the Central Committee on July 3, 2020/KLOC-0. According to the plan, the office of decision-making and deliberation coordination body in the Central Committee of the Communist Party of China is located in the lead department in principle, and the work needs can be adjusted according to the implementation. Department management agencies are responsible for managing the economic and social affairs of their own departments and systems. In principle, there is no substantive office, only an office. Closed residential area is to enclose all public spaces such as residence, commerce, leisure, greening, etc., and be managed by the residential property company. Huirun Jiayuan is an old community in Nankai District. There are four buildings in the residential area, and the number of residents reaches about 1800. However, the community does not completely enclose public spaces such as commerce, leisure and greening, nor is it managed by the community property company.
