Is there a provision for heating in the Civil Code?

Legal analysis: "Civil Law" prohibits property service providers from stopping power supply, water supply, heat supply and gas supply and demanding to pay property fees. The owner refused to pay the property fee because the property did not provide services as agreed, and was urged by the property because of water and power failure.

Legal basis: Paragraph 1 of Article 648 of the Civil Law of People's Republic of China (PRC) is a contract in which a power supplier supplies electricity to a user and the user pays the electricity bill. A power supplier who supplies power to the public shall not refuse the reasonable request of the power user to conclude a contract.
