1. This circular is applicable to the safety management of civil defense projects and ordinary basements that are open to the public as production and business premises and other public activities. Second, the underground space property owner, the underground space property management unit and the underground space user entrusted by the property owner (hereinafter referred to as the underground space responsible unit) shall strengthen the management of the safe use of underground space, implement safety precautions, eliminate potential safety hazards in time, and ensure the safety of underground space. Three, the responsibility of underground space units should be in accordance with the relevant provisions and standards to install safety facilities, and strengthen daily inspection and maintenance. Fourth, the responsible unit of underground space should establish an internal security system and strengthen the inspection of key parts such as crowded parts, entrances and exits, emergency evacuation passages, power distribution rooms and ventilation ducts in underground space. Five, the responsible unit of underground space shall, in accordance with the relevant provisions and standards of this Municipality, carry out safety inspection on vehicles and articles entering the underground space used for operating warehouses and motor vehicle parking garages. Those who refuse to accept security inspection shall be prevented from entering; If suspicious persons, vehicles and articles are found, in addition to taking measures to prevent entry, they should also report to the public security organ immediately. Six, in violation of the provisions of this notice, the relevant laws, regulations and rules have been provided, in accordance with the relevant provisions. Seven, the underground space responsible units not in accordance with the relevant provisions and standards of this Municipality to enter the underground space warehouse, motor vehicle parking garage vehicles, articles for safety inspection, or fails to prevent entry, reporting obligations, by the public security organs shall be ordered to make corrections, more than 1000 yuan 10000 yuan fine; If the circumstances are serious, a fine of 6,543,800 yuan and 30,000 yuan shall be imposed. Eight, civil defense, public security and other departments shall, within the scope of their respective duties, strengthen the supervision and management of the safe use of underground space. For underground space that does not meet the conditions for safe use stipulated by laws, regulations and rules or has potential safety hazards, the responsible unit of underground space shall be ordered to make corrections within a time limit; If no correction is made within the time limit, it may be ordered to stop production or business; Serious threat to personal safety, property safety or public safety, can be directly ordered by the public security organs to stop production and business.
