Is it reasonable to charge electricity deposit for property?

Unreasonable. Property companies have no right to collect electricity deposit. The power supply bureau signed an agreement with the property company to collect electricity charges, which has nothing to do with the owner.

Article 35 A realty service enterprise shall provide corresponding services in accordance with the stipulations of the realty service contract.
