According to the "Program", the focus of property management work falls to sub-district offices and communities. The proposal suggests that "street offices and community neighborhood committees should earnestly perform their duties of guiding and supervising the establishment of owners' congresses and owners' committees in accordance with the provisions of the Property Management Measures, and promote the formation of owners' self-management and self-restraint mechanisms".
