The management company has four expressway operation management centers and property management companies. Among them, Ji Shao Management Center is responsible for the management of Shaolin Temple-Luoyang Expressway, the southwest ring section of Ningluo Expressway and the Jiyuan-Luoyang section of Erguang Expressway (Erenhot to Guangzhou), Xinji Management Center is responsible for the management of Changji Expressway (Changyuan to Jiyuan) from Jiyuan to Jiaozuo, Jiaozuo to Xiuwu and Huojia to Xinxiang, and Anxin Management Center is responsible for the management of Daguang Expressway (Daqing to Guangzhou) from Puyang to Changyuan and Changyuan to Xinxiang. The property management company is responsible for the operation and management of each service area of the expressway.

Henan Highway Project Management Co., Ltd. is a wholly-owned enterprise under Henan Highway Administration Bureau. Its main business is to undertake the organization and implementation of the preliminary work of highway construction projects according to government planning, act as an agent for the investment attraction of highway projects, bidding and procurement of various highway projects, construction management and operation management during the implementation of highway projects, and act as an agent for the organization and implementation of various technical consultations of highway projects.
