Legal analysis: Property refers to all kinds of residential quarters, office buildings and living quarters, office buildings, shopping malls, commercial buildings, industrial areas and other buildings, as well as their equipment, facilities and land occupation. The term "property management" as mentioned in these Measures refers to the maintenance, conservation, service and management of buildings and their heating, water supply, drainage, environmental greening, environmental sanitation, residential roads, leisure and entertainment facilities, safety and environmental appearance by property management enterprises according to the entrustment contract signed with the owners or owners' committee.

Article 3 Anyone who engages in real estate property management activities and implements property management within the urban planning area of this province shall abide by these measures.
