The population of one million is not called a "big city" but a "mega city". At the end of 2006, the total registered population of the four main urban areas of Hengyang (excluding Nanyue District) was about 950,000, so the non-agricultural population was about 800,000, which did not meet the standard of mega-cities with a population of one million.
