Legal analysis: Property management is neither the constructor nor the constructor, and there are generally no drawings (some units may have them).

Property management unit and construction unit are not the same unit. Owners have the right to choose their own property management units.

The construction unit will contract the building to the construction enterprise, and hand it over to the construction unit (developer) after the construction is completed, and the technical data such as drawings will also be handed over to the construction unit, and a copy will be kept and handed over to the local government archives. Some property management units have no drawings at all. If there is, it is also for the convenience of future maintenance.

Therefore, the property unit does not necessarily have drawings, and there is no obligation to provide drawings to the owners.

Legal basis: Article 942 of the Civil Law of People's Republic of China (PRC) stipulates that the property service provider shall, in accordance with the agreement and the nature of the use of the property, properly repair, maintain, clean, afforest and manage some owners in the property service area, maintain the basic order of the property service area, and take reasonable measures to protect the personal and property safety of the owners.

Property service providers shall take timely and reasonable measures to stop acts that violate laws and regulations such as public security, environmental protection and fire protection in the property service area, report to the relevant administrative departments and assist in handling them.
