What aspects should be paid attention to in property delivery?
The implementation of the inspected property (mainly preliminary property management) shall meet the following conditions:
(1) The construction project has passed the completion acceptance, obtained the approval or permission documents from the competent departments of planning, fire protection and environmental protection, and filed with the construction administrative department;
(two) water supply, drainage, power supply, gas supply, heating, communications, public lighting, cable television and other municipal public facilities and equipment have been built according to the planning and design requirements, and independent meters have been installed for water supply, power supply, gas supply and heating;
(three) public service facilities such as education, postal services, medical and health care, culture and sports, health and community services have been built according to the planning and design requirements;
(4) Public facilities such as roads, green spaces, and property service rooms shall be built according to the planning and design requirements and meet the functional requirements;
(5) Elevator, secondary water supply, high-voltage power supply, fire-fighting facilities, pressure vessels, electronic monitoring systems and other facilities and equipment have obtained use certificates;
(six) complete technical information related to the use, maintenance and management of the property;
(seven) other conditions stipulated by laws and regulations.
Second:
Disputes arising from property inspection may apply to the real estate administrative department where the property is located for mediation, or may entrust relevant industry associations for mediation. Disputes arising from property inspection can also be resolved through arbitration or litigation.
Third:
20 days before the on-site inspection of * * parts and * * facilities and equipment of the property, the construction unit shall hand over the following information to the property service enterprise:
(1) Completion acceptance data such as completion general plan, single building, structure and equipment completion drawings, supporting facilities and underground pipe network project completion drawings;
(2) List of facilities and equipment used in * * * and technical data such as installation, use and maintenance;
(3) Water supply, power supply, gas supply, heating, elevator, fire protection, environmental protection, lightning protection, communication, cable TV and other documents. ;
(4) Quality warranty documents and property use documents of the property;
(5) List of houses and facilities;
(6) Check other information required (such as property ownership information, customer information, warranty information, etc.). ).
If all the materials listed in the preceding paragraph are not handed over, the construction unit shall make a detailed list of the materials that have not been handed over, and make a written commitment to make up the specific time limit.
The realty service enterprise shall inspect and verify the data handed over by the construction unit, focusing on the inspection of the factory, installation, commissioning and operation qualification documents of the facilities and equipment.
Both parties shall inspect the property data according to regulations, and fill in the inspection results in the Property Data Inspection Handover Sheet to complete the inspection and handover of the property data.
After the transfer of the property data, the engineers and technicians of the property service enterprises who participated in the property acceptance should read the property list, the completed drawings of the property and the instruction manual of the data and equipment comprehensively, fully understand the contents of the property project and the quoted standards and specifications, and fill the configuration and construction standards of the property facilities and equipment into the configuration standard column of the Record Form of the System Facilities and Equipment Site Inspection and the Summary Form of the Property Facilities and Equipment Site Inspection according to the property information, so as to make full preparations for the site inspection.
The realty service enterprise shall classify and file the received realty information in accordance with the provisions, keep it permanently and carefully manage it.
Fourth:
Solutions to problems found in on-site property inspection
(1) notify the construction unit in writing to solve the problem in time and conduct re-inspection.
During the on-site inspection, the realty service enterprise shall classify the problems found in the inspection into Table 2-5, namely the Tracking Table for On-site Inspection of Property Facilities and Equipment. If the parts used by the property, the quantity and quality of facilities and equipment are inconsistent with the contract and related documents, it shall notify the construction unit in writing. After signing, the construction unit shall promptly instruct the responsible person to solve the problem, and organize the acceptance personnel of both parties after completion.
For the remaining problems that cannot be solved in time, they should be recorded in Table 2-6, that is, the summary table of the final remaining problems of the property inspection. The two parties will negotiate the solution and clearly stipulate it when signing the property inspection agreement.
(2) The construction unit must send people to participate in the on-site inspection of the property, confirm the inspection results, and sign the Agreement on Undertaking Property Inspection.
The construction unit shall assign professionals to participate in the on-site inspection, confirm the results of the on-site inspection with the property service enterprise, and sign an agreement to undertake the inspection of the property. The property inspection agreement shall clearly stipulate the basic situation, existing problems, solutions and deadlines, rights and obligations of both parties, liabilities for breach of contract and other matters.
As a supplementary agreement to the previous realty service contract, the Property Acceptance Agreement has the same legal effect as the previous realty service contract.
