But as far as I know, whether to implement government-guided prices is not based on regions. Instead, all preliminary property services are subject to local government guidance prices, while formal property services are implemented in accordance with the contract signed by the owners' meeting resolution.

Articles 6 and 7 of the Measures for the Administration of Property Service Charges refer to these two charging methods as government-guided price and market-regulated price respectively. The so-called market-regulated price is actually liberalization, and it is only filed with the price management department. Article 6 requires provinces to decide which standard to implement according to local conditions. In fact, all provinces basically make local laws and regulations by copying each other, and basically follow the principle of implementing government-guided prices in the early stage of property services and market-adjusted prices in the later stage of property services.
