In the second case, the developer informs the owner to handle the occupancy notice, and the property fee will be collected from the date when the owner receives the occupancy notice. That is to say, if the check-in formalities are delayed due to personal reasons after receiving the check-in notice, even if the house is vacant and the key is not handed over, the property fee will be charged normally.
