Township (town) people's governments and sub-district offices shall cooperate with the administrative departments of housing and urban and rural construction to do a good job in the safety management of housing use. Article 6 The people's governments of cities and counties (districts) shall include the funds for the management of housing use safety in their financial budgets, and ensure the smooth development of housing use safety investigation, safety appraisal, crisis relief subsidies and emergency rescue work. Seventh housing and urban and rural construction administrative departments shall regularly organize the safety inspection of housing use, establish the archives of housing use safety management, build an information platform, implement dynamic management and enjoy information. Township (town) people's governments and sub-district offices shall assist in the safety investigation of housing use. Eighth housing and urban and rural construction administrative departments should strengthen the guidance and supervision of property management, housing safety appraisal and other units; The construction administrative department shall strengthen the guidance and supervision of the work of the construction industry, decoration and other industry associations. , support trade associations to carry out their work according to law, and give play to the role of trade associations in the safety management of housing use. Article 9 The acts and related information of housing survey, design, construction and supervision units, housing decoration enterprises, housing use safety appraisal institutions and property service enterprises that violate laws, regulations and the provisions of these Measures shall be loaded into their credit files by the administrative departments of housing and urban and rural construction and announced to the public. Tenth housing and urban and rural construction administrative departments, news media, property service enterprises and other units should take various forms to carry out publicity and education, popularize the laws, regulations and knowledge of housing use safety management, and improve public safety awareness. Eleventh any unit or individual has the right to report and complain about acts that endanger the safety of the use of houses or houses with major security risks. After receiving reports and complaints, the administrative department of housing and urban and rural construction in the area shall register and accept them, and inform the informants and complainants of the handling situation within ten working days. Chapter II Safety Management of House Use Article 12 The owner of a house is the person responsible for the safety of house use and is responsible for the safety of house use. If the owner of the house is inconsistent with the actual user and manager, the owner of the house shall not refuse to bear the responsibility for the safety of the use of the house on the grounds that there is an agreement with the actual user and manager.

If there are problems in the main structure and foundation of the house, causing hidden dangers in the use of the house, it shall bear the responsibility for the use of the house in accordance with the following provisions:
(a) the state-owned public houses directly managed by the state-owned public houses directly managed by the management unit shall bear the responsibility for housing safety;
(two) the development unit, the construction unit, the construction unit and the management unit shall bear the responsibility for the use safety within the service life of the house;

(four) the relevant responsible units are lost, and there are no successor units and higher authorities or houses that have exceeded the service life. The local county (district) people's government shall bear the responsibility for the safety of housing use. Thirteenth people responsible for the use of housing safety shall bear the following responsibilities for the use of housing safety:
(a) the rational use of the house according to the design purpose, the nature of the use of the building and the purpose of the house recorded in the house ownership certificate;
(two) inspection and maintenance of houses, timely management of housing security risks;
(three) the decoration of the house shall not affect the use of the house, and shall not endanger the safety of the use of the house and the safety of the adjacent houses;
(four) commissioned by the housing safety appraisal;
(5) Take other necessary measures to ensure the safe use of the house.
