1. The elevator is installed as a unit in the existing house. In principle, only one elevator can be installed in the same unit.
2. If the owner proposes to install the elevator, it shall solicit the opinions of all the owners of the unit, and the village (neighborhood) committee shall provide assistance and guidance.
3. The installation of the elevator is used by multiple units, and the scope of comments is all units that use the elevator.
4. To apply for elevator installation, there shall be owners who account for more than two-thirds of the exclusive part area and two-thirds of the total number of owners within the above-mentioned negotiation scope to participate in the voting, and the owners who participate in the voting for more than three-quarters of the exclusive part area and three-quarters of the total number of owners agree. If it intends to occupy the exclusive part of the owner, it shall also obtain the consent of the owner of the exclusive part.
5. The installation of elevators should minimize the adverse effects on the ventilation, lighting, sunshine, noise and traffic of adjacent owners. If there are adverse effects, the owner who applies for installing the elevator should fully negotiate with the relevant owners and give appropriate compensation when necessary.
A few days ago, the Administrative Measures for Installing Elevators in Existing Houses in Wuxi (hereinafter referred to as the Measures) was deliberated by the executive meeting of the municipal government, and a package of measures to benefit the people was unveiled, with dry goods full, which outlined a "new construction drawing" for installing elevators in old residential areas in the city.
The standard of financial subsidies is the most concerned issue for residents. The "Measures" clarify that since the date of implementation, the government will give each elevator a subsidy of up to 200,000 yuan. According to the person in charge of the Property Management Office of the Municipal Housing and Construction Bureau, it currently costs about 700,000 yuan to install a flat-level elevator, and about 450,000 yuan to install a split-level elevator (which requires half stairs). After the subsidy amount is increased from the original maximum of 654.38+10,000 yuan to 200,000 yuan, the total cost of flat-level residents can be saved by nearly 30%, and that of split-level residents can be saved by nearly half.
Judging from the experience of installing elevators in old residential areas in the early stage, the "stuck neck" link of installing elevators is "persuading every household to agree". This new policy gives a clear solution. The "Measures" appropriately lowered the application threshold, from the original full consent to the adoption as long as more than two-thirds of the owners of this unit participate in the voting and more than three-quarters of the owners agree. For example, a unit with a total height of 6 floors and 12 households, 10 households can agree if all of them participate in the voting.
The Measures also clarify that the installation of elevators should minimize the adverse effects on the ventilation, lighting, sunshine, noise and traffic of neighboring households. Causing adverse effects, if necessary, give appropriate compensation to residents who apply for installing elevators. It is reported that the municipal housing and construction department is formulating and issuing relevant supporting subsidy guidance standards for unfavorable users to minimize the impact of installing elevators on low-rise residents.
The government gives positive guidance, and departments coordinate and cooperate to actively promote residential properties so that more residents can get on the elevator as soon as possible. The "Measures" clearly require local governments to give pre-guidance and make overall plans to promote the ladder to increase application review, contradiction coordination and business guidance. Housing construction, planning, market supervision and management and other relevant departments should do a good job in the preparation of subsidy funds plan, program audit, safety supervision and management. Elevator installation involves the relocation of electric power, communication, water supply, gas, cable TV and other pipelines and the transformation of supporting facilities. The relevant units should open up a green channel and encourage them to charge fees not higher than the cost price or give relief.
The normal management of installing elevators in old communities needs to be "broken" by marketization. The "Measures" clearly need to explore the introduction of third-party service agencies, provide policy consultation and on-site survey and design services for residents, encourage real estate development, property services, elevator manufacturing and installation and project management enterprises to participate in elevator installation, and explore market-oriented operation modes such as social capital construction and leasing. In addition, the Measures clarify the role of insurance in accident compensation and risk prevention, and improve the management and maintenance level of elevators in the later period.
Since 20 18, 2 18 elevators in Wuxi have been approved to be installed in old residential areas, of which 130 elevators have been completed and put into use. The number of elevators to be installed in the old buildings in this city is about 20,000. As a practical project for the people, Wuxi will install more than 200 elevators this year. Town People's Government (street office) is responsible for the policy propaganda, business guidance, contradiction coordination and project management of elevator installation.
The housing and urban-rural construction department is responsible for the preparation of subsidy fund plan, the review of elevator design scheme, the guidance and coordination of elevator installation.
The natural resources planning department is responsible for coordinating the review of the elevator installation plan.
The market supervision and management department is responsible for the supervision and management of elevator safety.
Development and reform, public security, finance, municipal gardens, water conservancy, emergency management, civil air defense, fire rescue, provident fund management and other departments shall, in accordance with their respective responsibilities, do a good job in elevator installation.
Thirteenth elevator installation shall provide the following materials to the elevator installation and acceptance department in the district:
(a) the existing building installation elevator application form;
(two) the identity certificate of the builder, and the identity certificate and power of attorney of the agent;
(3) Elevator installation design scheme;
(four) the written opinions of the owners as stipulated in Article 8 of these Measures, with a copy of the owner's real estate ownership certificate or registration certificate agreed by the statutory majority within the scope of soliciting opinions;
(five) publicity report;
(6) Other statutory materials.
