Municipal talent housing refers to the talent housing directly raised by the municipal government, which is only for qualified personnel to rent, not for sale, waiting for rent and turnover.

I. Scope of protection

Top talents (Class A), leading talents (Class B), high-end talents (Class C) and outstanding talents (Class D) introduced by the municipal level after June 8, 2020;

Full-time doctoral students under the age of 45 (inclusive), full-time master students under the age of 40 (inclusive), full-time undergraduate graduates under the age of 35 (inclusive) who will be employed in schools, hospitals and research institutes managed by municipal authorities (including units in Weifang) and municipal departments after June 8, 2020, and 45-year-old students enrolled in the national unified recruitment plan after 20 17. (The deadline for the age of the above-mentioned talents is determined according to the last time when the talents pay social insurance for the first time in Weifang and sign a labor contract with the employer. )

Talents who meet the above conditions can apply for renting talent housing according to Weifang Office [2020] No.9.

At the same time, if you buy commercial housing for auction after new employment, and you have no other self-owned housing in the urban area and do not enjoy the housing subsidy policy, you can also apply for renting talent housing. The termination period of the lease contract is extended by half a year according to the delivery period agreed in the purchased commercial housing contract; Among them, talents other than A, B and C must also meet the condition that there are no other housing transaction records in the urban area within three years from the date of application.

Second, the rent charge.

The lease term of talent housing is 2 years at a time, with a maximum of 3 leases. The first lease term of doctoral students is rent-free, and the rent standard of other types of talents is determined by 30% of the market rent of similar quality houses in the same lot; The rent standards for the second and third lease periods are determined according to 50% and 70% of the market rent of similar quality houses in the same lot respectively. If the stock of non-residential housing is used as talent housing and the affordable housing project is confirmed, the water and electricity charges shall be implemented at the price of residents' water and electricity, and the property service fee shall not be higher than the government-guided price of property service charges in the early stage of residence.

Third, the application route

All kinds of talents apply for municipal talent housing, and the relevant materials are submitted by individuals on the homepage of Weifang Housing and Urban-Rural Development Bureau in official website (/) through Weifang Talent Housing Information System, and submitted by the unit online for preliminary examination.
