I. Adjustment scope of charging standards

According to the Administrative Measures for Parking Charges of Motor Vehicles in Xi City (20 17) No.37), the adjustment scope of this charging standard is: urban road motor vehicle parking spaces, public parking lots invested by the government, long-distance bus stations, hospitals, colleges and universities, tourist attractions, high-speed rail Xi North Station and other natural monopoly and public welfare parking lots.

Second, the classification of charging areas

Specific area (road parking): designated by the municipal public security traffic control department and announced to the public one week in advance;

A type of area: within the Ming city wall;

Class II area: from outside the Ming City Wall to within the Second Ring Road (including under the Second Ring Road overpass);

Category III: Urban built-up areas outside the Second Ring Road.

Third, the parking fee period and charging unit

On-road parking spaces: the charging time is 8: 00-2 1: 00 every day, of which 8: 00- 10: 00, 17: 00- 19: 00 are morning and evening peak hours, and other times are off-peak hours.

Government-priced parking lots other than on-street parking spaces: the charging time is 24 hours, regardless of time.

Motor vehicle parking service charges every 30 minutes for each parking space as a charging unit, with accumulated charges; If the parking time is less than 30 minutes, it will be charged for 30 minutes.

Fourth, the parking fee standard

(1) Road parking.

Specific area: 3.0 yuan every 30 minutes during off-peak hours; 4.0 yuan every 30 minutes during peak hours;

A type of area: 2.0 yuan every 30 minutes during off-peak hours; 3.0 yuan every 30 minutes during peak hours;

Class II area: 65438 during off-peak hours+0.5 yuan every 30 minutes; 2.0 yuan every 30 minutes during peak hours;

Class III area: 65438+ 0.0 yuan every 30 minutes, with no rush hour.

For parking during off-peak hours and off-peak hours, the charging unit between peaks shall charge according to the principle of "low is not high".

(2) Public parking lots invested by the government, hospitals, long-distance bus stations, institutions of higher learning and public parking lots attached to tourist attractions.

Ground parking lot and three-dimensional parking garage: 2.0 yuan every 30 minutes in Class I area, Kloc-0/.5 yuan every 30 minutes in Class II area and Kloc-0/.0 yuan every 30 minutes in Class III area;

Underground parking lot (excluding three-dimensional parking garage): every 30 minutes 1.5 yuan in Class I area and every 30 minutes 1.0 yuan in Class II and III area.

The above-mentioned parking lots shall implement the preferential policy of maximum price for continuous parking within 24 hours, and those below the maximum price shall be charged according to the facts.

The maximum price limit for continuous parking within 24 hours is: ground parking lot and three-dimensional parking garage: 80 yuan in Class I area, 60 yuan in Class II area and 40 yuan in Class III area; Underground parking lot (excluding three-dimensional parking garage): Class I 60 yuan, Class II and Class III 40 yuan.

(3) Xi 'an North Station is equipped with public parking lot.

Xi' an North Station Jianying Company's parking lot: 3.0 yuan every 30 minutes; The highest price for continuous parking within 24 hours is 80 yuan. If it is lower than the maximum price, it will be collected according to the facts.

(four) special parking lot for law enforcement.

According to the relevant provisions of the Administrative Enforcement Law of the People's Republic of China, the parking expenses incurred in the implementation of sealing up and detaining shall be borne by the administrative organ that made the administrative punishment; The parking fees incurred in the implementation of agency performance shall be implemented in accordance with the fees agreed in the contract between the administrative law enforcement organ and the parking lot.

The classification, charging standard, charging time and charging unit of the above-mentioned road parking are applicable to the motor vehicle parking service charges formulated by the government within the built-up areas such as Xincheng, Beilin, Lianhu, Yanta, Weiyang, Baqiao, Gaoxin, Economic Development Zone, Qujiang, Aerospace and International Port Area. Other counties and Xixian New Area are responsible for formulating and adjusting the charging standards for motor vehicle parking services priced by the government within their respective jurisdictions.

Xi measures for the administration of motor vehicle parking service charges

Article 6 Parking service charges shall be set by the government and regulated by the market according to factors such as investors and business nature:

(a) government-invested public parking lots, urban road motor vehicle parking spaces, railway stations, long-distance bus stations, hospitals, universities, tourist attractions and other natural monopoly operations, public welfare parking fees are subject to government pricing;

(2) Parking service charges for parking facilities jointly built by the government and social capital (PPP, etc.). ) determined by agreement between government investors and social investors;

(3) Public parking lots invested and built by social capital, parking spaces opened to the public at wrong times, and parking service charges shall be subject to market-adjusted prices.

Parking service charges in the property management area shall be implemented in accordance with the relevant provisions of Xi Property Management Regulations and Shaanxi Pricing Catalogue.

Article 7 The formulation and adjustment of charging standards for motor vehicle parking services shall be subject to unified leadership and hierarchical management.

The municipal price administrative department is responsible for formulating and adjusting the charging standards for motor vehicle parking services set by the government within the built-up areas of Xincheng, Beilin, Lianhu, Yanta, Weiyang and Baqiao, and implementing them after being reported to the municipal government for approval. Other counties and Xixian New Area are responsible for formulating and adjusting the charging standards for motor vehicle parking services priced by the government within their respective jurisdictions.

Article 8 The charging standards for parking services included in the scope of government pricing management shall be determined by comprehensively considering the level of parking facilities, geographical location, service conditions, supply and demand, and the affordability of all sectors of society.

According to the difference of parking supply and demand in different regions, and considering the distribution of road network, the development level of public transportation and traffic congestion, the parking facilities in different regions are divided into different categories and graded charges are implemented. Higher fees can be charged if the gap between supply and demand is large and the contradiction is prominent, and lower fees can be charged if the gap between supply and demand is small and the contradiction is not prominent. The parking facilities of public transport interchange hub outside the city shall be charged at a low rate.

For parking facilities in the same area, we should distinguish the location, parking time and vehicle type of parking facilities, and formulate differentiated service charging standards according to the principle of "the central area of the city is higher than the non-central area, the road is higher than the road, the ground is higher than the underground, and the congestion period is higher than the idle period". For transportation stations and other places and surrounding supporting parking facilities, a step-by-step charge can be implemented that exceeds a certain parking time and gradually increases the price.
