Property companies can restrain the behavior of keeping pets, but they have no right to prohibit keeping pets.

The Notice on Strengthening the Connection of Commercial Housing Sales, Housing Reform and Property Management promulgated by the Ministry of Construction clearly points out that the owner shall not carry out the following acts within the scope of this property: "Raising poultry, livestock and pets in violation of regulations";

Article 35 of the Regulations on the Administration of City Appearance and Environmental Sanitation stipulates: "If livestock and poultry are raised without approval, which affects the city appearance and environmental sanitation, the administrative department of city appearance and environmental sanitation of the people's government of the city or its entrusted unit shall order it to be disposed of within a time limit or confiscated, and may also impose a fine."

Judging from the above regulations, the property has the right to formulate regulations on keeping pets, but it has no right to refuse the owner's right to keep pets. As long as the owner does not violate the established regulations and does not affect the lives of others, the property has no right to prohibit the owner from keeping pets.
