Whether the development of enterprise's own property needs bidding depends on the relevant regulations of its location. Some places stipulate that all pre-property management projects, regardless of the size, need to determine the property management unit through bidding, and some places stipulate that only development projects that reach a certain scale need to determine the property management unit through bidding.
