Social welfare supporting housing refers to the public welfare supporting housing configured in or outside the residential area for providing social public services. The cost has been offset by government investment and developers in the land transfer fee, and the ownership belongs to the government. Development and construction units must be handed over free of charge, mainly including educational facilities (including kindergartens), community health care, culture and sports, community management and services (including pension and vegetable market), municipal public facilities, etc.

After the completion of non-operating and social welfare supporting houses in newly-built residential areas, the development and construction units shall hand over the houses according to the classification of ownership, and all supporting houses belonging to all owners shall be handed over to the owners' assembly or owners' committee for management. If the owners' meeting is not established, it shall be managed by the property service enterprise and filed with the district property management department where the property is located. All supporting houses owned by the government shall be handed over to the departments or units designated by the government within the jurisdiction to perform management functions, and the government shall be responsible for the operating expenses after the transfer. If the development and construction unit fails to go through the transfer formalities with the district government, it shall not go through the initial registration formalities of house ownership.

Supporting houses in residential areas shall be used in accordance with the planned and designed purposes, and no unit shall arbitrarily change the planned purposes or illegally use them for other purposes. Unauthorized change of supporting housing planning purposes, the relevant functional departments of the local government shall be ordered to make corrections within a time limit.
