According to the relevant provisions of the Measures for the Administration of Residential Special Maintenance Funds (hereinafter referred to as the Measures), residential special maintenance funds refer to funds earmarked for the maintenance, renewal and transformation of residential buildings, facilities and equipment after the warranty period expires. The residential part generally includes: residential foundation, load-bearing wall, column, beam, floor, roof, outdoor wall, hall, stairwell, corridor and so on.

According to the "Measures", after the expiration of the warranty period, the * * * part of the residential building leaks rain, and the property management company will apply for maintenance funds, but it needs the signature of "more than two-thirds of the owners", that is, the owners whose proprietary parts account for more than two-thirds of the total construction area and more than two-thirds of the total number of owners within the scope of special maintenance funds for residential buildings will discuss and pass. This is one of the basic conditions for applying for maintenance funds.

For residential areas without property management companies, relevant owners will put forward suggestions for use. Under normal circumstances, the owners of leaking houses can take the lead in finding the neighborhood committees in their jurisdictions and apply for maintenance funds according to procedures.
