Whose responsibility is the sewer blockage?

Legal analysis: the sewer is blocked and the property is responsible. If there is no property, the tenant is responsible. If only one household is blocked, individual residents have the maintenance obligation. The responsibility for maintenance can be determined according to the cause of sewer blockage. If it can be determined that it is caused by a certain household, it should be the responsibility of this household. If it is uncertain, then for the sake of fairness, the cost will be shared equally by all households. In another case, if the pipeline design is unreasonable, the developer can be held accountable.

Legal basis: Article 19 of the Regulations on Property Management, the owners' assembly and the owners' committee shall perform their duties according to law and shall not make decisions or engage in activities unrelated to property management. If the decision made by the owners' congress or the owners' committee violates laws and regulations, the real estate administrative department of the district or county people's government or the neighborhood office or the Township People's government where the property is located shall order it to correct or revoke its decision within a time limit and notify all the owners.
