3. Qualification requirements of bidders

3.2 The project leader to be dispatched by the bidder shall have the following qualifications: [First-class registered builder of housing construction engineering] (qualification), and shall meet the following conditions:

(1) The person in charge of the project shall not hold office or practice in two or more units at the same time.

3.4 The bidder shall not have the circumstances specified in Item 1.4.3 of Chapter II Instructions to Bidders in the prequalification document.

3.5 The consortium bid is accepted (accepted/rejected) in this tender.

Qualification requirements for consortium leader: (1) The project is subject to consortium bidding, and the consortium unit can only be composed of two bidders at most (i.e. consortium leader and consortium members); (2) The leader of the consortium must have the qualification of [construction engineering (new standard 20 15) Grade II] or above; (3) If the consortium agreement stipulates that the same professional division of labor shall be undertaken by two or more units, the qualification of the consortium shall be determined according to the principle of "low is not high"; If different professional divisions are undertaken by different units, the qualifications of the consortium shall be determined according to their respective professional qualifications.
