3. Qualification requirements of bidders

3. 1 The bidder must have: [construction engineering (new standard 20 15) Grade II] and above (qualification), and have corresponding construction capabilities in terms of personnel, equipment and funds.

3.2 The project leader to be dispatched by the bidder shall have the following qualifications: [First-class registered builder of housing construction engineering] (qualification), and shall meet the following conditions:

(1) The person in charge of the project shall not hold office or practice in two or more units at the same time.

A sign labor contracts or pay social insurance in two or more units at the same time;

B. At the same time, register my professional qualification certificate in two or more units.

(2) After the change, the project leader is not in construction, or after the change, the project leader is not in construction (the original contract period must have expired, and the change filing date has expired for 6 months), or the project is stopped or cannot be started on schedule due to reasons other than the contractor, and the project leader has gone through the unlocking procedures, or the project leader has a project under construction, but the project under construction belongs to the same project, the same project approval, the same construction site, or is constructed in stages.

The bidder has undertaken similar projects; Identification standard of similar projects: the enterprise has undertaken housing construction projects with a single contract amount of ≥ 300 million yuan in the past five years. Note: The performance of similar projects is valid for five years, counting from the time of completion acceptance to the date of the tender announcement of this project. The amount of similar projects shall be subject to the amount contained in the letter of acceptance (or directly awarded contract certificate). Performance of similar projects must be provided at the same time: bid-winning notice (or direct contract award certificate), construction contract and completion acceptance certificate (the completion acceptance certificate must be stamped with the official seal of the construction unit, design unit, supervision unit and construction unit at least (it is not a project seal or a department seal, otherwise it will not be accepted), and the above three materials are indispensable. The name of the project, the information of relevant units and the information of the person in charge of the project shown in the three materials should be consistent and can be proved to be the same project, and the time sequence is in line with the actual construction project. Since 2020/09/23, the person in charge of the enterprise and the proposed project has not been subject to administrative punishment by the construction and other relevant departments for colluding in bidding, practicing fraud, bidding in the name of others, defrauding the bid, subcontracting, illegal subcontracting and other illegal acts;

Since 20021/09/23, the enterprise has failed to give up the qualification of winning the bid (excluding the project leader who gave up after winning the bid for many times), failed to conclude a contract with the tenderer or refused to provide performance guarantee;

Since 2022/06/23, the enterprise has not been invited by the construction administrative department of the province, city and county (city, district) where the project is located due to the arrears of workers' wages;

On the deadline of submitting prequalification application documents or bidding documents, the result of qualification supervision of construction enterprises required by this tender is no unqualified.

3.4 The bidder shall not have the circumstances specified in Item 1.4.3 of Chapter II Instructions to Bidders in the prequalification document.

3.5 The consortium bid is accepted (accepted/rejected) in this tender.

Qualification requirements for consortium leader: (1) The project is subject to consortium bidding, and the consortium unit can only be composed of two bidders at most (i.e. consortium leader and consortium members); (2) The leader of the consortium must have the qualification of [construction engineering (new standard 20 15) Grade II] or above; (3) If the consortium agreement stipulates that the same professional division of labor shall be undertaken by two or more units, the qualification of the consortium shall be determined according to the principle of "low is not high"; If different professional divisions are undertaken by different units, the qualifications of the consortium shall be determined according to their respective professional qualifications. According to the Decision of the State Council Municipality on Amending and Abolishing Some Administrative Regulations (Order No.676th of the State Council), the qualification of landscaping is cancelled. If one party of the consortium only undertakes landscaping construction, it only needs to provide a valid business license.
