Should the renovation contract collected by the owner from the property decoration be returned to the owner?

In reality, many property companies require owners to pay decoration deposit in order to facilitate management and prevent owners from violating regulations. Some property companies will stipulate in the property service contract or property service agreement that the decoration deposit should be paid when the house is renovated. The general owner will sign for confirmation, but whether the property has no right to collect it. Article 52 of the Property Management Regulations stipulates: "If the owner needs to decorate the house, he shall inform the property service enterprise in advance. The property service enterprise shall inform the owner of the prohibited acts and precautions in the house decoration. " Article 945 of the Civil Code stipulates: "When decorating a house, the owner shall inform the property service provider in advance, observe the reasonable precautions prompted by the property service provider, and cooperate with him to carry out the necessary on-site inspection."
