Article 3 These Measures are applicable to China Railway 14th Bureau Group Electrical Engineering Co., Ltd. Chapter II Target Management of Safety in Production

Article 5 The annual safety control objectives of each unit of the company shall be clearly defined in the annual production safety guarantee responsibility book. Article 10 The safety responsibilities of the chief engineer. The chief engineer at all levels is the general manager of construction technology management at the corresponding level and the person in charge of construction safety technology at the corresponding level. Article 11 The project manager is the first person responsible for the safety production of this project, and takes full responsibility for the safety production of this project. Its main responsibilities are:

Article 12 The construction team leader (foreman) shall be responsible for the safety work of his team (work area). Its main responsibilities are:

First, seriously implement the safety production laws and regulations, reasonably organize the construction according to the project construction plan and safety control requirements, strictly control the safety in the construction process, correctly handle the relationship between safety and time limit for a project, safety and efficiency, and conduct civilized construction without violating regulations, blindly and recklessly, so as to ensure the safety of construction and production.

Second, organize workers to learn safety technology operating rules and relevant safety production regulations, and educate workers to strictly abide by labor discipline and operate according to the rules. Care about employees' lives, arrange the labor force reasonably, and prohibit those with taboo occupational diseases from engaging in taboo work.

Three, strictly implement the construction technical safety measures or construction safety control scheme, safety technical disclosure to homework personnel, and make supervision and inspection.

Fourth, implement the "three tasks" system. Organize the inspection of mechanical equipment, tools, safety protection facilities, safety warning signs and safety and health devices used in construction production, and create a construction working environment that meets safety and health standards.

Article 13 workers' safety responsibilities. Article 14 Responsibilities of safety supervisor (safety supervisor/safety officer). Companies, project departments, branches and directly affiliated units must be equipped with safety supervisors, who are responsible for the safety management at the corresponding level, and supervise and manage the safety work such as construction safety, transportation safety, gas prevention, dust prevention, explosion prevention and fire control. Its main responsibilities are:

First, carry out the principles and policies of the party and the state on safety in production and the regulations and instructions of higher authorities on safety in production, organize safety in production, and supervise the implementation of the responsibility system for safety in production at the corresponding level.

Two, formulate safety production planning, timely analysis of safety production situation, put forward measures and suggestions to prevent accidents, and supervise and inspect the implementation. Prepare safety technical measures according to regulations and supervise their implementation.

The third is to organize safety production inspection, grasp the safety status of construction production sites and machinery and equipment in time, and issue labor safety supervision notices when necessary. Take effective measures together with relevant departments to eliminate hidden dangers of accidents.

Chapter IV Safety Management of Foreign Labor Services

Chapter V Site Safety Management

Twentieth construction sites should be equipped with full-time safety management personnel who are suitable for their production scale and have passed the training. Full-time safety management personnel are responsible for the specific management of safety production.

Twenty-first should be based on the requirements of environmental protection, pollution prevention and dust suppression work, construction roads should be hung in dangerous areas, red light warning at night. Various safety warning signs should be set up on the construction site according to the actual situation.

Twenty-second in accordance with the relevant provisions of the state, take good care of flammable and explosive materials, set up necessary fire control facilities to prevent explosions, fires and other accidents. Strengthen the management and management of dust prevention and gas protection, and conduct regular physical examinations for operators to prevent occupational diseases. In accordance with the technical regulations of the state and related industries on construction safety, do a good job in safety control of construction operations such as "Four Electricity", tunnels, bridges, housing construction and railway double-track hoisting. Especially for the "Four Electricity" construction of existing lines, specific construction plans should be formulated according to different special conditions and environments, and the construction should be carefully organized according to the approved plans, so as not to rush blindly. Strictly prevent railway traffic accidents, personal safety accidents, digging off existing optical cables and damaging existing station equipment.

Article 23 The project department shall provide the construction personnel with the production environment, living facilities, working conditions, mechanical equipment and safety protection articles that meet the safety and health standards. Set up necessary medical and first aid facilities according to the construction characteristics, and provide corresponding first aid personnel when necessary.

Twenty-fourth construction units should be equipped with construction machinery and equipment and safety protection equipment before entering the construction site, and regularly check during use; Those that fail to pass the inspection shall not be used. The construction unit shall regularly maintain the mechanical equipment and safety protection appliances to ensure that all kinds of mechanical equipment and safety protection appliances are in good condition and effective.

Article 25 All subordinate units of the Company shall abide by the Regulations of the People's Republic of China on Road Traffic Management, strictly manage vehicles and drivers, and do a good job in vehicle maintenance and driver safety education to prevent traffic accidents.

The company organizes the safety and quality inspection in the first half and the second half of the year, the project department organizes the quarterly safety inspection of this project, and the site manager and safety officer regularly conduct safety inspection on the construction site. In the safety inspection, violations of construction safety technical standards, norms and operating procedures should be stopped or corrected in time, and hidden dangers of safety accidents found should be eliminated in time. If rectification is required within a time limit, a Notice of Labor Safety Supervision shall be issued and the results shall be reported in writing.

Twenty-seventh construction sites in urban planning areas should be set up in accordance with the requirements of urban construction, and closed management should be implemented. A hard enclosure shall be set up on the street construction site; For the buildings and structures under construction, the dense mesh safety net is used for full sealing.

Article 28 When a safety accident occurs on the construction site, the construction unit shall immediately report to the relevant departments to protect the scene of the accident and take effective measures to rescue personnel and property. If it is necessary to move the items on the site due to rescue workers, traffic diversion and other reasons, it shall make signs, draw a sketch of the site and make written records, properly protect the important traces and material evidence on the site, and take photos or videos if possible.

Twenty-ninth construction units shall, according to the relevant requirements, invest necessary temporary construction expenses and labor protection expenses, and handle accidental injury insurance for construction personnel on the construction site and pay insurance premiums in accordance with state regulations.

Chapter VI Rewards and Punishment for Work Safety

Thirtieth the implementation of "safety responsibility certificate" and "safety risk of mortgage" and other effective ways of rewards and punishments, so that rewards and punishments are clear. Give spiritual and material rewards to units and individuals that have made remarkable achievements in safety production. Those responsible for accidents caused by illegal command and illegal operation shall be given administrative sanctions and economic penalties according to the seriousness of the case, or criminal responsibility shall be investigated by the judicial department according to law.

Article 31 ruling.

The company conducts year-end assessment according to the responsibility letter for production safety signed with subordinate units, informs and praises the units that have achieved the safety objectives, and announces the rewards.

For four consecutive years (the safety performance of the project manager is calculated according to the actual construction time), and for six consecutive years, the property management company and the communication center have reached the safety production standard, and the unit shall submit a written application to the company. For the advanced units of safety work that won the city (including China Railway Construction) level and provincial and ministerial level awards in that year, the bonus will be increased by 30%-50% respectively on the basis of the responsibility book of safety work in that year after the approval of the company.

Three, for the annual access to the group company's safety and civilized construction site, access to the municipal (including China Railway Construction Corporation) safety and civilized construction site, access to the provincial and ministerial safety and civilized construction site units, after the approval of the company, respectively, reward the party and government leaders of the project department 3000 yuan, 5000 yuan, 8000 yuan. The above awards won at the same time in one year will be high or low, and the awards will not be repeated.

Four. The above rewards shall be paid by the company's finance department according to the company's approval documents.

Article 32 Punishment.

4. In case of work-related death, the manager and secretary of the accident unit shall be fined 10000-30000 yuan respectively, and the construction team leader shall be fined 5000- 15000 yuan respectively.

5. The manager and secretary of the project department who concealed the accident or were investigated by the local government department or exposed by the news media, causing serious damage to the reputation of the enterprise, were fined 20,000 yuan respectively.

6. The unit leaders and other responsible persons who have dereliction of duty or dereliction of duty in major safety accidents will be given administrative sanctions and limited compensation in accordance with the provisions of the state and China Railway Construction Group Corporation on the investigation of responsibility for major safety accidents and the Measures for Limited Compensation for Direct Economic Losses of Responsible Persons; If the case constitutes a crime, the judicial department shall investigate the criminal responsibility according to law.

Seven, to punish the party and government personnel in charge of the unit, the unit should be punished according to 80% of the personal punishment amount of the party and government personnel and 60% of the personal punishment amount of the safety management personnel.

4. In case of a fatal accident in which 3- 10 people died, a fine of 10,000 yuan will be imposed for each death.

5. In case of death accidents with 1 1 person or more, a fine of 1 20,000 yuan will be imposed for each death1person.

Second, the economic punishment for employees' non-work-related deaths or casualties outside the enterprise due to our main responsibility. One-time death 1-2 people, each death 1 person will be fined 20,000 yuan; If three or more people die at a time, a fine of 40,000 yuan will be imposed for each death 1 person.

Third, the economic punishment of death accidents in foreign labor service work. Where there is a death accident, the scattered labor service and the self-and mixed grouping operation will be fined as employees of the enterprise; If the subcontractor of the project dies at work, the general contractor will be fined. One-time death 1-2 people, each death 1 person will be fined 40,000 yuan. If three or more people die at a time, a fine of 60,000 yuan will be imposed for each death 1 person.

Four, because of illegal construction endanger the safety of railway traffic, highway transportation and shipping economic punishment. In case of a dangerous accident, a fine of 60,000 yuan shall be imposed; In the event of a major accident, a fine of 654.38+10,000 yuan shall be imposed; In the event of a major accident, a fine of 200,000 yuan will be imposed.

5. Economic penalties for major economic loss accidents. In case of accidents such as cutting off existing lights, cables, vehicles, mechanical equipment or fire, and causing economic losses of more than 654.38+10,000 yuan at one time, a fine of 200-654.38+10,000 yuan will be imposed.

Six, where one of the following circumstances, in addition to the fine according to the above provisions, will increase the punishment.

1, if the case is not closed within the prescribed time limit without reason, each accident will be fined 50,000 yuan.

2. Anyone who falsely reports or conceals employee death accidents and other accidents that should be reported shall be fined 654.38+10,000 yuan for each accident; Those who have won honors and bonuses, in addition to recovering bonuses and medals, shall be fined the same amount as the bonuses.

3. The relevant leaders of the units that falsely report or conceal accidents such as employee deaths shall be investigated for responsibility and dealt with severely.

4. The hidden dangers of major accidents found in the safety inspection shall be ordered to make rectification within a time limit, and the hidden danger unit shall be fined1-20,000 yuan if they are not changed.

5. Those who fail to report the monthly safety report for more than one month, except informed criticism, will be fined 200-2000 yuan.

3. All economic penalties and fines imposed on individuals and units shall be turned over to the company's finance, which shall be recovered according to the company's financial documents.

Chapter VII Accident Reporting and Handling

Article 33 Strictly implement Decree No.75 "Regulations on Reporting and Handling Casualty Accidents of Enterprise Employees" issued by 199 1 the State Council and the relevant regulations of the group company, adhere to the principle of seeking truth from facts and respecting science, do a good job in reporting, counting, investigating and handling casualty accidents, and find out the reasons according to the principle of "four misses". Thirty-fourth kinds of accidents, according to their business counterparts, are led by the competent business departments, and the accident investigation and comprehensive statistics are reported by the safety supervision department. All kinds of safety accidents of various grades will affect the safety performance of the accident unit, and economic penalties will be imposed in accordance with the provisions of Chapter VI of these Measures.

Article 35 accident report. After the casualty accident, it should be reported to the person in charge of the enterprise immediately and reported step by step according to the system. An accident in which more than 5 people were killed occurred; Three or more people were seriously injured or died; Casualties and accidents that endanger the safety of railway, highway and ship transportation caused by engineering construction; If there are no casualties but the economic loss is more than 654.38+10,000 yuan, the accident unit must report it to the safety management department of the company by various express delivery within 24 hours. If it is difficult to find out the cause and responsibility at the moment, the brief situation of the accident should also be reported to the safety management department of the company, and a supplementary report should be made after the cause and responsibility are found out.

Article 36 accident investigation. All kinds of accidents in an enterprise shall be investigated by an accident investigation team composed of the person in charge of the enterprise or a designated person. In case of serious injuries, minor injuries to 3-4 people, and accidents with no casualties but economic losses of 55,438+10,000 yuan (excluding), the company's leaders and business departments shall organize relevant personnel to participate in the accident investigation team for investigation, and the company's chairman or general manager shall issue an accident closing report. In case of fatal accidents, serious injuries of five or more people, serious injuries of three or more people, and accidents with no casualties but economic losses of more than 654.38+10,000 yuan, the leaders of the Group Company and the accident unit will form an investigation team to investigate, and the leaders of the Group Company will issue an accident handling report. When a major casualty accident occurs due to illegal construction and a major accident affecting railway, highway and ship transportation, the person in charge of the enterprise and the personnel of relevant departments must go to the scene of the accident in time and investigate according to the prescribed procedures. The main tasks of the accident investigation team are: to find out the cause, process, casualties and economic losses of the accident, and to identify the responsibility for the accident; Put forward opinions on accident treatment and suggestions on preventive measures; Write accident investigation report. No unit or individual may obstruct or interfere with the normal work of the accident investigation team.

Article 37 accident handling. The accident unit shall report the investigation and handling report step by step according to the regulations. Major casualty accidents are reported by the group company to China Railway Construction Corporation, and closed by the superior for examination and approval.
