Article 1 In order to prevent fires, reduce fire hazards, strengthen emergency management, protect personal and property safety and maintain public safety, these Provisions are formulated in accordance with the Fire Protection Law of People's Republic of China (PRC) and the Regulations of Shandong Province on Fire Protection. Article 2 These Provisions shall apply to the fire control management within the administrative area of this Municipality. Article 3 People's governments at all levels and their relevant departments shall strictly implement the responsibilities of fire control work and do a good job in fire control safety according to laws and regulations.

The county and city governments are responsible for the fire control work within their respective jurisdictions, including the public fire control facilities, fire control equipment, team building and fire control publicity funds within their respective jurisdictions into the annual financial budget, and organizing the fire control work.

Township governments and sub-district offices fully implement grid management of fire safety, take villages and communities as grid units of fire safety management, and carry out dynamic management such as fire basic information collection, safety inspection and safety publicity in units, villagers' groups and village (residential) buildings within the grid units. Rural fire water sources and fire water supply facilities are built, managed and maintained by township governments, sub-district offices or villagers' committees. Article 9 If the use nature of a construction project or place that has obtained the fire administrative license according to law changes or is expanded or rebuilt (including indoor and outdoor decoration, building thermal insulation and change of use), the owner of the construction project or place shall re-apply for the fire administrative license. For residential quarters without property service enterprises, the local township government, neighborhood offices shall guide villagers' committees and residents' committees to determine the fire safety management personnel for electric vehicle parking and charging, and implement management responsibilities.
