Not reliable. Property renewal belongs to the fourth paragraph of Article 278 of the Civil Code, "matters decided by the owner * * *", among which, according to the provisions of the Civil Code, matters decided by the owner * * * shall be approved by the owners whose exclusive area accounts for more than two thirds and the number of owners accounts for more than two thirds.
