Measures of Qinhuangdao Municipality on the Administration of Dog Raising

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Law of People's Republic of China (PRC) on Public Security Administration Punishment, the Law of People's Republic of China (PRC) on Animal Epidemic Prevention and other relevant laws and regulations, combined with the actual situation of this Municipality, in order to strengthen the management of dog-raising, standardize the dog-raising behavior, safeguard the health and personal safety of citizens, maintain public order and public health safety, and promote the construction of civilized cities. Article 2 These Measures shall apply to the breeding, management, service and related management activities of dogs within the administrative area of this Municipality.

The management of military dogs, police dogs and other special dogs, teaching and research dogs, zoos and meat dogs shall be carried out in accordance with relevant state regulations. Article 3 Dog management shall follow the principles of supervision by government departments, self-discipline of dog owners, participation of grass-roots organizations and public supervision. Article 4 Dog management shall implement the rabies compulsory immunization system, the dog registration system and the annual inspection system. Fifth city and county (District) people's government (Guan Weihui) is responsible for the leadership of dog management. City, county (District) public security organs are the competent departments in charge of dog management, and should clearly define the institutions responsible for dog management, improve the dog management system in conjunction with relevant departments, organize, guide and supervise dog management, and coordinate and solve major problems in dog management. Sixth municipal public security organs are responsible for the construction and management of dog detention centers, and guide and supervise the county (District) public security organs to carry out dog management. County (District) public security organs are responsible for dog registration and annual inspection, and investigate and deal with illegal dog-raising behaviors that violate the prohibition and restriction of feeding and dog-raising behaviors.

The veterinary administrative department is responsible for organizing the implementation of dog immunization, quarantine and epidemic disposal, as well as the supervision and management of the harmless treatment of dead dogs.

The municipal price department and the municipal finance department shall be responsible for formulating the charging methods for dog management service fees according to their respective responsibilities; City, county (District) two price departments and financial departments shall be responsible for the supervision of dog management service fees in accordance with their respective responsibilities.

The comprehensive law enforcement department of urban management is responsible for investigating and dealing with unauthorized occupation of both sides of urban roads and public places to set up stalls to sell dogs and disturbing the city appearance and environmental sanitation because of raising dogs.

The market supervision department is responsible for the supervision and management of the registration of dog-raising business and service activities.

Traffic, health and family planning, civil affairs, housing management and other relevant administrative departments shall, in accordance with their respective responsibilities, do a good job in dog management. Article 7 Township (town) people's governments, sub-district offices, residents' committees, villagers' committees, owners' committees and property and sanitation service enterprises shall assist relevant administrative departments to carry out publicity and education on dog raising according to law, civilized dog raising and related services. Residents' committees, villagers' committees, owners' committees and property service enterprises may formulate a convention on dog-raising behavior and supervise its implementation, and guide and urge dog owners to abide by the dog-raising behavior norms. Article 8 Dog owners are the legal responsible persons of dogs, and shall have full capacity for civil conduct, undertake the obligations of raising and managing dogs, and bear the legal responsibilities arising from dog-raising behavior. If a dog owner entrusts the management of dogs, the client shall bear corresponding legal responsibilities.

Dog owners should raise dogs in accordance with the law and in a civilized manner. Shall not violate social morality, shall not harm public health, and shall not harm public interests and the legitimate rights and interests of others. Ninth radio, television, newspapers, websites and other news media and related animal protection organizations should strengthen the social morality education and publicity of civilized dog raising according to law, and guide dog owners to form good dog-raising habits. Tenth any unit or individual has the right to criticize, discourage, stop, report and complain about illegal and uncivilized dog-raising behavior.

Public security organs, veterinary authorities, urban management comprehensive law enforcement departments, price authorities and market supervision departments shall announce the acceptance of reports and complaints, register and handle them in time, and keep confidential the informants and complainants. Chapter II Immunization and Registration Article 11 Dog management is divided into key management areas and general management areas.

The built-up areas in the urban areas of this city and the main urban areas of counties are the key management areas; Other areas are general management areas. The location of townships (towns), industrial and commercial concentrated areas, densely populated areas, tourist attractions and their surrounding areas within the general administrative region can be managed according to key administrative regions after being determined by the people's government (administrative committee) of the county (district) to which it belongs and reported to the Municipal People's government for the record.

County (District) People's Government (Guan Wei) shall refine the specific scope of key dog management areas and general management areas, and make timely adjustments according to urban planning and announce them to the public. Twelfth key management areas, to promote dog. If an individual raises a dog, each household is limited to one; Accepting the same dog for more than 30 days or more than three times is regarded as raising a dog. It is forbidden for individuals to keep dangerous dogs; Units can keep dangerous dogs because of the needs of internal security work.

Dogs registered in the general management area are not allowed to enter the key management area for breeding or foster care, except dogs who go to the key management area for treatment due to illness. Thirteenth municipal veterinary authorities shall, in accordance with the principle of convenient vaccination and management, guide the county veterinary authorities to set up rabies immunization spots. Animal clinics entrusted by veterinary authorities can carry out rabies vaccination business. Fourteenth rabies immunization spots shall meet the following conditions:

(a) there are places suitable for rabies immunization, injection, registration and other activities, which meet the conditions for animal epidemic prevention;

(two) there are practicing veterinarians and staff who are suitable for rabies immunization, injection and registration;

(3) Having equipment and veterinary instruments suitable for rabies immunization, injection, registration and other activities;

(4) Having a sound management system suitable for rabies immunization, injection, registration and other activities.
