With the goal of building a complete residential community with safe, healthy facilities and orderly management, focusing on improving the supporting facilities of residential communities, we will vigorously carry out actions to make up for shortcomings in residential community construction, improve the quality of residential community construction, service level and management ability, and continuously enhance the people's sense of acquisition, security and happiness.

According to the implementation opinions, by the end of 20021,the completion rate of community intelligent security facilities and systems will reach100%; By 2023, 60% of existing residential communities will basically fill the shortcomings of facilities; By 2025, the existing residential communities will basically fill the shortcomings of facilities, and new residential communities will be equipped with various facilities at the same time. The environment of urban residential communities has been significantly improved, and the coverage rate of complete residential communities in cities at prefecture level and above has been significantly improved.

The "Implementation Opinions" clarified the Standards for the Construction of Complete Residential Quarters (for Trial Implementation) and the division of responsibilities of housing construction, development and reform, education, public security, commerce, cultural tourism, health and health, taxation, market supervision, sports, communication management, postal management, disabled persons' federations, etc. 13 departments, and put forward six tasks.

Reasonably determine the scale of residential quarters. Based on the principle that residents can walk 5- 10 minutes to reach basic public service facilities such as kindergartens and service stations for the elderly, and on the basis of urban road network, natural landforms and existing residential areas, the scale of residential communities should be determined reasonably according to local conditions. In principle, the population size of a single residential area should be 0.5-10.2 million. It is necessary to delimit and adjust the scope of residential communities in light of the actual situation, and clarify the implementation units of short-board actions for residential community construction.

Implement the standard of building a complete residential area. According to the "Standards for the Construction of Complete Residential Communities (Trial)", combined with local conditions, the contents and forms of basic public service facilities, convenience business service facilities, municipal supporting infrastructure and public activity space construction in residential communities will be refined and improved as the main basis for carrying out short-board actions in residential community construction.

Make an action plan. According to the standard of complete residential community construction, we will carry out a survey of residential community construction, find out the scale and quantity of residential communities, identify the shortcomings of various facilities and public spaces, formulate an action plan for supplementing the shortcomings of residential community facilities construction, and clarify the action objectives, key tasks and promotion sequence, which will be connected with the renovation plan of old urban communities. The Action Plan proposes that according to the principle of "implementing a batch, planning a batch, and reserving a batch", the priorities should be differentiated, and the community supporting facilities construction plan for 20021-2025 should be scientifically formulated with the residential community as the unit, and it should be included in the government's key work and overall planning.

Ensure that new residential projects are synchronized with construction facilities. New residential projects should be in accordance with the standards for the construction of complete residential quarters, with basic public services, convenient business services and other facilities and public space construction as supporting requirements for development and construction, and make clear provisions on scale, property rights and handover, so as to ensure synchronous planning, synchronous construction, synchronous acceptance and synchronous delivery with residential buildings, and complete the transfer of property rights in accordance with relevant regulations and contracts. Small-scale new residential projects should be built on demand on the basis of scientific evaluation of existing facilities around; Large-scale, should be reasonably divided into several suitable residential communities, in accordance with the standards.
