Chapter I General Provisions Article 1 In order to protect citizens' health and personal safety, maintain city appearance and environmental sanitation and social public order, and standardize the management and behavior of raising dogs, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the dog-raising behavior and the management of dog-raising business activities within the administrative area of this Municipality.

These regulations are not applicable to the management of special dogs such as the army, police, search and rescue, and scientific research. Article 3 Dog-raising management shall follow the principles of government supervision, participation of grass-roots organizations, public supervision, self-discipline of dog owners and combination of prohibition and restriction. Article 4 The people's governments of cities and counties (districts) shall be responsible for the organization and implementation of these Regulations, and establish a dog management coordination mechanism composed of public security, agriculture and animal husbandry, urban management, health, industrial and commercial administration departments and township (town) people's governments and subdistrict offices.

The public security organ is the competent department of urban dog management, responsible for the registration of urban dogs, the handling of illegal dogs, and the reception and disposal of stray dogs.

The agriculture and animal husbandry department is responsible for the supply of rabies vaccine for animals, monitoring the rabies epidemic in dogs, managing the quarantine, immunization and treatment license of dogs, and organizing the harmless treatment of infected dogs, dog carcasses and epidemic spots.

The urban management department is responsible for investigating and dealing with behaviors that occupy sidewalks, set up stalls to sell dogs in public places and take dogs out to affect the city appearance and environmental sanitation, and assisting the public security organs to investigate and deal with behaviors of raising dogs without a license and illegally taking dogs out.

The health department is responsible for the supply of rabies vaccine, vaccination, patient treatment and human rabies epidemic monitoring.

The administrative department for industry and commerce is responsible for the supervision and management of dog business activities.

The person in charge of the food and drug supervision and administration department shall supervise and manage the quality of rabies vaccine.

The news media should do a good job in the publicity and reporting of relevant laws and regulations and health and epidemic prevention knowledge. Article 5 Sub-district offices, township (town) people's governments, community residents' (village) committees, owners' committees of residential quarters and property enterprises shall cooperate with relevant departments to do a good job in the daily management of raising dogs.

Community residents' (village) committees and owners' committees of residential quarters may convene residents' (village) meetings and owners' meetings, formulate conventions on dog-raising related matters according to law, and supervise the implementation. Article 6 Social groups and organizations such as dog industry associations and animal protection organizations shall educate their members to abide by laws and regulations on dog raising, popularize scientific knowledge on dog raising, and assist relevant departments to carry out publicity and education activities on dog raising according to law and civilization. Seventh dog owners should raise dogs in a civilized manner according to law, strengthen self-discipline, and shall not interfere with the normal production and life of others, and shall not affect public order and city appearance and environmental sanitation. Article 8 Any unit or individual may criticize and dissuade the dog-raising behavior in violation of the provisions of these Regulations, and may report to the community neighborhood (village) committees, which shall conduct mediation and persuasion in a timely manner. Any unit or individual may also report and complain to the relevant administrative departments.

Public security, agriculture and animal husbandry, industry and commerce administration, urban management and other relevant departments. The telephone number for reporting complaints shall be published, the illegal acts of reporting complaints shall be handled according to law, and the results shall be informed to the complainant within 10 working days from the date of receiving the complaint. Chapter II Dog Breeding Management Article 9 Dog breeding shall be subject to a district management system. The built-up area of the municipal district and the urban planning area where the people's government of the county under the jurisdiction of the city is located are the key management areas for raising dogs, and the areas outside the key management areas are the general management areas.

The public security organ shall, jointly with the planning department, formulate key management areas, which shall be announced to the public after being approved by the people's government at the same level.

The areas that need urbanization management in general management areas shall be determined by the public security organs of cities and counties (districts), and may be managed according to key management areas after being approved by the people's governments at the same level. Article 10 Within the administrative area of this Municipality, the office service areas of organs, organizations, enterprises and institutions, the teaching areas of schools (including kindergartens), the dormitory areas of students and the collective dormitory areas of units are dog-forbidden areas (hereinafter referred to as dog-forbidden areas).

Where it is necessary to set up a no-raising area other than that specified in the preceding paragraph, it shall be determined by the public security organ of the city or county (district) and reported to the people's government at the same level for approval. Eleventh key management areas are limited to one dog, and the dog compulsory immunization and dog registration system are implemented. The comprehensive management area implements the compulsory immunization system for dogs.

Dogs in key management areas and general management areas must go through animal epidemic prevention and quarantine, and be vaccinated with rabies vaccine to obtain canine immunization certificates.

If a bitch breeds a puppy, the dog owner shall dispose of it within 3 months after the puppy is born. Twelfth key management areas prohibit the establishment of dog farms or engage in dog breeding and breeding business activities.

Individuals in key management areas are prohibited from raising large dogs and strong dogs. Except for guide dogs raised by the blind and support dogs raised by severely disabled people.

The standard and list of large dogs and strong dogs shall be determined by the municipal public security organ in conjunction with the municipal agriculture and animal husbandry department and announced to the public. Thirteenth key management areas of individual dogs, dog owners should obtain the consent of the community neighborhood (Village) committees before raising dogs. In line with the conditions for raising dogs, the community residents' (village) committees shall sign a letter of responsibility for raising dogs with the dog owners. No fees shall be charged for signing the letter of responsibility for raising dogs.

The responsibility book for raising dogs shall be uniformly printed by the municipal public security organ in conjunction with the agriculture and animal husbandry department.
