First, the epidemic prevention and control work should adhere to the leadership of the party and territorial responsibility, adhere to scientific prevention and control, precise policy, adhere to the rule of law, joint prevention and control, group prevention and treatment, and organically combine regional governance, departmental governance, industry governance, grassroots governance and unit governance to effectively improve the scientificity, timeliness and effectiveness of epidemic prevention and control. Second, people's governments at all levels and relevant departments should establish and improve the prevention and control networks of provinces, districts, cities, counties (cities, districts), towns (streets) and urban and rural communities (villages), vigorously promote the integration and open application of big data, form a cross-departmental, cross-level and cross-regional prevention and control system, and implement a joint prevention and control mechanism to prevent input, output, transmission and prevention.

Township people's governments and sub-district offices shall, in accordance with the unified arrangements of their superiors, give full play to the power of mass prevention and treatment, organize and guide residents' committees and villagers' committees to do a good job in the management of their respective areas, take targeted prevention and control measures, and earnestly do a good job in the prevention and control work within their respective areas.

Residents' committees and villagers' committees shall implement territorial "grid management" and related prevention and control measures, and timely and comprehensively investigate, collect, register, verify and submit relevant epidemic information. Third, the people's governments at or above the county level have formulated and adopted temporary emergency administrative measures in terms of medical treatment, epidemic prevention management, isolated observation, crossing management, transportation, community management, market management, place management, production and operation, labor security, city appearance and environment, wildlife management and environmental risk management.

The relevant departments of the people's governments at or above the county level shall perform their duties according to law, strengthen the law enforcement of epidemic prevention and control such as public security management and market supervision, and strictly implement the Law on the Prevention and Control of Infectious Diseases, the Law on the Protection of Wild Animals, the Law on Animal Epidemic Prevention, and the Emergency Regulations for Public Health Emergencies. Implement epidemic prevention emergency measures according to law, and properly handle all kinds of contradictions and problems in epidemic prevention and control in a timely manner.

Public security organs, people's procuratorates and people's courts at all levels in this province shall handle cases related to epidemic prevention and control in a timely manner according to law, severely and quickly punish illegal and criminal acts that hinder epidemic prevention and control, and provide judicial guarantee for epidemic prevention and control. Four, any organs, departments, enterprises, institutions and individuals shall abide by the provisions of epidemic prevention and control in accordance with the law, obey the unified command and management of the local people's government and local community (village) organizations, timely and truthfully report suspected novel coronavirus patients, close contacts of novel coronavirus patients and other personnel who need to implement medical isolation observation and treatment.

Organs, enterprises, institutions, social organizations and other organizations within the administrative region of this province bear the main responsibility for the implementation of various epidemic prevention and control measures in their own units, and should strengthen the responsibility system and management system for prevention and control, equip them with necessary protective articles and facilities, strictly manage hygiene, strengthen health monitoring and temperature detection of their own personnel, report to relevant departments in time when abnormal situations are found, and take corresponding prevention and control measures. Public service units such as aviation, railway, rail transit, long-distance passenger transport, water transport, and urban public transport shall implement relevant responsibilities to ensure the effective implementation of various epidemic prevention and control measures.

All personnel within the administrative region of this province shall fulfill the statutory obligation of epidemic prevention and control, obey, cooperate and assist the command and arrangement of epidemic prevention and control, consciously accept the prevention and control measures such as investigation, inspection and isolation, and truthfully provide relevant information; Understand epidemic prevention knowledge, cultivate good health habits, strictly abide by the regulations of wearing masks in public places, do not organize parties, strengthen pet management, and do not eat wild animals prohibited by laws and regulations; Where there are symptoms such as fever, fatigue and dry cough, go to fever clinics and hospitals for medical treatment in time, and report truthfully to local residents' committees and villagers' committees in time; If centralized or home-based medical observation is needed, it should take the initiative to report the health status and cooperate with relevant prevention and control management to ensure early detection, early reporting, early diagnosis, early isolation and early treatment of the epidemic. Five, people's governments at all levels and their relevant departments should strengthen the construction of material reserves and epidemic prevention facilities, increase overall efforts to ensure the production and supply of epidemic prevention materials and key daily necessities during the epidemic, and give priority to meeting the needs of frontline medical personnel and patients for emergency relief materials; When necessary, the venues, houses, vehicles and related facilities and equipment within the administrative area can be temporarily requisitioned according to law, personnel or materials can be urgently mobilized, and an emergency requisition certificate can be issued to the requisitioned unit or individual, which can be returned or compensated according to law.

The relevant departments of the people's governments at or above the county level shall innovate the supervision mode, optimize the work flow, establish a green channel, and provide convenience for the supply of epidemic prevention and rescue materials and the construction of epidemic prevention and rescue projects; Strengthen the standardized management of charitable donation activities related to epidemic prevention and emergency rescue, and ensure that the whole process of receiving, spending, using and supervising is transparent, open, efficient and orderly. Six, the people's governments at all levels and their relevant departments should strengthen the epidemic prevention and control knowledge, laws and regulations, policies and measures publicity, improve the awareness and ability of the whole society to prevent the epidemic; Strict implementation of the epidemic reporting system, seeking truth from facts, open and transparent, timely and accurate release of epidemic information to the society, and no late reporting, omission, concealment or false reporting.

The news media should actively popularize the knowledge of epidemic prevention and control, do a good job in guiding public opinion, respond to social concerns, and create a strong atmosphere of firm confidence and national anti-epidemic in the whole society.

No unit or individual may fabricate or disseminate false epidemic information. Any unit or individual has the right to complain and report illegal acts that hinder the prevention and control of epidemic situation.
