Interim Provisions of Guizhou Province on Charges for Urban Property Management Services
The term "property management" as mentioned in these Provisions refers to the maintenance, repair and management of various buildings and ancillary facilities in residential areas, as well as municipal public facilities, greening, sanitation, transportation, environmental appearance and safety, and provides other special services for property owners and users. Article 3 The competent price departments of governments at all levels are the competent departments of urban property management services within their respective jurisdictions. The price department shall, jointly with the administrative department of property management, strengthen the supervision and guidance of the property management service charges. Article 4 Guizhou Provincial Price Bureau and local, state, city and county (district) price departments shall implement unified leadership and hierarchical management of property management service charges. The management responsibilities of Guizhou Provincial Price Bureau are:
(a) to formulate measures for the administration of property management services and other relevant policies and regulations;
(two) to formulate the price level of property management services in the province;
(3) Examining and approving the charging standards of property management enterprises registered in Guizhou Provincial Administration for Industry and Commerce;
(4) Cooperate with the Construction Department to mediate the charging disputes between the property management enterprises, owners and users approved by the Guizhou Provincial Price Bureau.
The management responsibilities of the state, city and county (District) price departments are:
(a) to examine and approve the service charges of property management enterprises registered by the local, state, city and county (District) administrative departments for industry and commerce;
(two) to supervise the property management enterprises in this area to implement the charging standards approved by the price department, and investigate and deal with price violations in violation of the price law and property management service charges;

The fees for special services shall be agreed by the property management enterprise and the property owner (user) or his agent through consultation, and the charging items and standards shall be reported to the local price and real estate authorities for the record. Article 9 According to the Regulations on the Management of Urban Real Estate Development and Operation in Guizhou Province, a property management enterprise must sign a written contract with the property owner (user) or his agent, and the contract shall use the model text of the Property Management Entrustment Contract issued by the Ministry of Construction to implement property management according to the contract. Article 10 Pricing principle: The approval of public service charges in residential quarters is mainly based on the service content and quality of the property management unit, and the price is determined according to the quality. The approval of high-grade apartments, hotels, restaurants and comprehensive commercial buildings is mainly based on the requirements of residents, service content, service quality, building scale and complexity of management services. Eleventh basic property management service charges include:
