3. Provisions should be added to fully implement the access system for property legal persons, shareholders and staff, and put an end to the involvement of evil forces in various autonomous work and activities in the community.

It is also necessary to amend the regulations to stipulate that property companies serving residential quarters should be unified as non-profit organizations, so as to reduce the economic burden of citizens throughout their lives (the burden of property fees for education and training institutions should be reduced by 60% to 80%, and more importantly, to prevent capitalists from chasing and monopolizing our homes).

4. The owners' committee is directly led by the local neighborhood office or neighborhood committee. If the owners' committee is not organized, the local sub-district office shall be responsible for organizing the registration procedures and reporting to the Civil Affairs Bureau for issuing the code certificate of non-profit organization.
