All localities should strictly control the construction of new super high-rise buildings. Generally, no new super high-rise residential buildings shall be built. Cities with a permanent population of less than 3 million in urban areas are strictly restricted from building super-high-rise buildings with a height of 150 meters, and super-high-rise buildings with a height of more than 250 meters are not allowed to be built. Cities with a permanent population of more than 3 million in urban areas are strictly restricted from building super-high-rise buildings of more than 250 meters, and may not build super-high-rise buildings of more than 500 meters.

The construction and use of super-high-rise buildings in China has played an active role in intensive use of land resources, promoting the technical progress of construction engineering and promoting urban economic and social development. However, in recent years, some cities are competing to build super-high-rise buildings, blindly pursuing height first, with strange forms and divorced from actual needs, which has increased the cost input, aggravated energy consumption and increased the difficulty of safety management. In order to implement the new development concept, coordinate development and safety, change the way of urban development and construction, scientifically plan and manage super-high-rise buildings, and promote the high-quality development of cities, relevant matters are hereby notified as follows:

First, strictly control new super high-rise buildings.

(1) Strictly control the building height. All localities should strictly control the construction of new super high-rise buildings. Generally, no new super high-rise residential buildings shall be built. Cities with a permanent population of less than 3 million in urban areas are strictly restricted from building super-high-rise buildings with a height of 150 meters, and super-high-rise buildings with a height of more than 250 meters are not allowed to be built. Cities with a permanent population of more than 3 million in urban areas are strictly restricted from building super-high-rise buildings of more than 250 meters, and may not build super-high-rise buildings of more than 500 meters. When examining and approving residential buildings of more than 80m and public buildings of more than 100m, relevant local departments should send them to local fire rescue agencies for comments, so as to ensure the matching of local fire rescue capabilities. If it is really necessary to build a super-high-rise building with a permanent population of less than 3 million in this city, it shall be submitted to the Provincial Department of Housing and Urban-Rural Development for review and reported to the Department of Housing and Urban-Rural Development for the record. If it is really necessary to build a super-high-rise building of more than 250 meters in a city with a permanent population of more than 3 million, the provincial housing and urban-rural construction department shall strictly carry out special argumentation and review on earthquake resistance and fire protection, and report it to the Ministry of Housing and Urban-Rural Development for filing and review.

(2) Reasonably determine the architectural layout. All localities should make overall plans for the construction of high-rise and super-high-rise buildings in combination with the urban spatial pattern and functional layout, with a relatively centralized layout. Strictly control the construction of high-rise buildings in key areas such as ecological sensitivity and natural landscape, and do not build super-high-rise buildings on hillsides and watersides, or build new super-high-rise buildings on urban ventilation corridors. No new high-rise buildings will be built in places that have an impact on historical and cultural blocks, historical sites, world cultural heritage and important cultural relics protection units, and no new super-high-rise buildings will be built in areas with high development intensity, dense population and traffic congestion in the old city.

(3) Deepen the detailed evaluation and demonstration. All localities should fully evaluate and demonstrate the risks and negative effects of super high-rise building construction. Especially in areas where super-high-rise buildings are concentrated, it is necessary to strengthen the traffic impact assessment of super-high-rise building construction projects to avoid aggravating traffic congestion. Strengthen the environmental impact assessment of super-high-rise building construction projects to prevent the urban heat island effect from intensifying and avoid light pollution and the formation of high-rise canyon wind. Strengthen the evaluation of emergency evacuation plan for super-high-rise buildings, and arrange disaster prevention and refuge places for super-high-rise buildings nearby, with per capita area not less than 1.5 square meters. Strengthen the energy-saving management of super-high-rise buildings, the utilization rate of standard floors is not less than 80%, and the grade of green buildings is not less than the three-star standard.

(4) Strengthen the management of public investment. All localities should strictly implement the relevant provisions on government investment. Generally, public funds are not allowed to invest in the construction of super-high-rise buildings. State-owned enterprises and institutions in cities with a permanent population of less than 3 million should be strictly controlled to invest in the construction of super-high-rise buildings 150 meters or more, and state-owned enterprises and institutions in cities with a permanent population of more than 3 million should be strictly controlled to invest in the construction of super-high-rise buildings with a permanent population of more than 250 meters.

(5) Compaction and consolidation of decision-making responsibility. Implement the lifelong system of decision-making responsibility for super high-rise buildings. The newly-built150m super-high-rise buildings in cities with a permanent population of less than 3 million, and the newly-built 250m super-high-rise buildings in cities with a permanent population of more than 3 million, shall be reported to the municipal party committee and government for examination and approval as major public construction projects in accordance with the Provisional Regulations on Major Administrative Decision-making Procedures (the State Council Decree No.713), and the responsibility shall be investigated for life.

Second, strengthen the safety management of existing super high-rise buildings.

(six) a comprehensive investigation of security risks. All localities should strengthen the guidance and supervision of the investigation of hidden dangers of super-high-rise buildings in combination with the three-year special rectification of safety production, find out the basic situation of the location, height, function, scale, structure and age of super-high-rise buildings, and establish an information system. Organize and guide the owners of super-high-rise buildings or their entrusted management units to conduct a comprehensive investigation on the safety hazards of super-high-rise buildings in terms of foundation, structure, power supply, water supply, gas supply, materials, elevators, earthquake resistance and fire protection. , analyze the safety risks of external insulation materials, external wall falling off, epidemic prevention, fire rescue and so on of flammable and combustible buildings, and establish a ledger.

(seven) to promote the rectification system. All localities should strengthen supervision over the rectification of hidden dangers of super-high-rise buildings and supervise the handling of major safety hazards. The owners of super high-rise buildings or the management units entrusted by them shall formulate the road map and timetable for hidden dangers rectification, and implement the responsible units and responsible persons. Before the rectification of major safety hazards is in place, super high-rise buildings shall not be used again. The owners of super high-rise buildings or the management units entrusted by them shall set up professional fire safety management teams, encourage the employment of professional and technical personnel as fire safety management personnel, equip emergency rescue facilities and equipment, formulate evacuation and emergency response plans, classify and grade risk prevention and control plans, organize pre-plan drills, and improve the ability of prevention and self-help.

(eight) to enhance the ability to support. All localities should strengthen the construction of fire rescue capabilities that match the fire rescue needs of super-high-rise buildings, and local fire rescue agencies should strengthen their familiarity with the investigation of super-high-rise buildings and organize regular actual combat drills. Guide the owners of super-high-rise buildings or their entrusted management units to build micro fire stations one by one according to the standard requirements, or organize property service personnel, security personnel, users, volunteers and other forces to establish full-time fire brigades. The owners of super-high-rise buildings or the management units entrusted by them shall improve the collaborative working mechanism of personnel such as power supply and water supply, elevator operation and maintenance, fire protection and maintenance, set up a technical disposal team, strengthen joint logistics linkage and joint training with fire rescue stations in their respective jurisdictions, and improve the efficiency of collaborative disposal.

(9) Improve the management mechanism. All localities should establish and improve the operation, maintenance and management mechanism of super high-rise buildings, and effectively improve the supervision ability. Carry out energy consumption monitoring for operation and maintenance of super high-rise buildings, organize energy consumption monitoring and analysis regularly, and disclose the results to the public in time. Guide the owners of super-high-rise buildings or their entrusted management units to establish an operation and maintenance platform for super-high-rise buildings, access the Internet of Things urban fire remote monitoring system, and connect with the urban operation and management service platform. Where conditions permit, the owners of super-high-rise buildings or their entrusted management units should make full use of the BIM model of super-high-rise buildings, improve the operation and maintenance platform, and strengthen the docking with the urban CIM basic platform. The owners of super-high-rise buildings or the management units entrusted by them shall, in combination with the design service life of super-high-rise buildings, formulate inspection plans for the operation and maintenance of super-high-rise buildings, entrust professional institutions to regularly test and evaluate the conditions of facilities and equipment of super-high-rise buildings, and timely repair and maintain the problems found.

All localities should pay close attention to improving the cooperation mechanism of planning and construction management of super-high-rise buildings, strictly implement relevant standards and control requirements, and explore the implementation of safety insurance for super-high-rise buildings. Establish an expert database, regularly carry out special investigations on the use and management of existing super-high-rise buildings, and report the relevant situation to the Ministry of Housing and Urban-Rural Development in a timely manner. The Ministry of Housing and Urban-Rural Development will regularly investigate and evaluate the implementation of the work.
