Implementation Plan of the Third National Cultural Relics Survey

The third national cultural relics survey is a national project in the field of cultural heritage protection in China, involving a wide range, strong professionalism and long duration. In order to complete the census work in a standardized, orderly and high-quality manner, this implementation plan is specially formulated. This cultural relics survey covers immovable cultural relics on the ground, underground and underwater in China (excluding Hong Kong, Macao and Taiwan), including ancient sites, ancient tombs, ancient buildings, cave temples and stone carvings, important historical sites and representative buildings in modern times and others.

The census focused on the investigation and registration of newly discovered immovable cultural relics, and reviewed nearly 400,000 immovable cultural relics registered, including cultural relics protection units at all levels.

The contents of the census registration are: the name, location, geographical coordinates, age, category, quantity and cultural relics characteristics of each immovable cultural relic; The preservation of cultural relics and the reasons for their damage; The present situation of the natural environment and human environment around cultural relics, as well as the ownership and use management of cultural relics and other information and materials. In the investigation, it is necessary to simultaneously draw cultural relics maps, take photos of cultural relics, collect cultural relics specimens and other related materials, and log in together. According to the principle of combining comprehensive investigation with special investigation, combining cultural relics ontology information with background information, and combining traditional investigation methods with new technology application, the technical route of cultural relics investigation is determined.

(1) Master Plan

The census shall be carried out in a nationwide overall planning and unified deployment, and the local people's governments at or above the county level shall be responsible for the implementation at different levels. The leading group of the third national cultural relics survey in the State Council (hereinafter referred to as the "the State Council census leading group") issued the implementation plan of the third national cultural relics survey and various specifications and technical standards for the survey. On this basis, the provincial people's governments, in combination with local specific conditions, formulated the census planning and work plan within the administrative area of this province and organized their implementation.

County is the basic census unit. Organizing on-the-spot investigation, collecting, summarizing and uploading cultural relics information, establishing census files and compiling immovable cultural relics lists are all based on counties.

(5) Quality control

In order to ensure the truthfulness, completeness and scientificity of census data, information and results, strict quality control is implemented in the census. Quality control should run through the whole process of census, and its scope should include field arrival rate and survey area coverage, as well as various technical links such as census data, information registration and entry, data integration and summary.

The State Council census leading group office is responsible for formulating census quality control standards and guiding the national census quality control work. Responsible for sending personnel to check the quality of census data and materials, and check the quality control situation in various places. Organize the quality acceptance of the national census.

The quality management of population census shall be under the provincial responsibility system. By the provincial census leading group according to the unified national standards, formulate the province's census quality management measures, put forward specific quality control requirements, and issued to all localities (cities) for implementation. In the general survey, regular inspections, spot checks and on-site guidance should be carried out in stages to solve various problems in quality control at any time. The State Council census leading group set up a leading group office in National Cultural Heritage Administration, with Dan Jixiang as its director. The office is responsible for the daily organization and specific coordination of the census work. The main responsibilities are:

The local people's governments at or above the county level shall set up a leading group for cultural relics survey at the corresponding level and its office, and be responsible for organizing and implementing the cultural relics survey within their respective administrative areas according to the implementation plan, census norms and technical standards and relevant provisions issued by the leading group of the State Council.

As the working body of the provincial census leading group, the provincial cultural relics administrative department is responsible for the specific organization and implementation of the provincial cultural relics census. The central link of cultural relics investigation is field investigation. All provinces should mobilize the professionals of cultural and cultural systems and related professional and technical personnel in the province, set up a professional census team, conduct on-the-spot investigations and log in relevant data and information. The census team is divided into teams and groups. Except in special circumstances, the city (prefecture) level should set up a census team, and the county level should set up a census team.

(2) Department responsibilities

Under the leadership of the the State Council census leading group, all members of the leading group and the relevant state departments carry out their duties, work together and cooperate closely to do a good job in the census.

6. Surveying and mapping departments are responsible for providing topographic maps with the scale of 1:50000 or above for census data, data registration and survey.

7. The statistics department shall guide the cultural relics department to do a good job in the statistics and analysis of census data, and organize the review and release of census data statistics.

8. The General Logistics Department of China People's Liberation Army is responsible for the cultural relics investigation of military land according to the unified deployment of the State Council census leading group and with the technical support of National Cultural Heritage Administration. Issues involving military secrets will be studied and solved in conjunction with the cultural relics department to ensure the integrity of the national cultural relics survey data.

The immovable cultural relics registered in the census are protected by the Law of People's Republic of China (PRC) on the Protection of Cultural Relics. People's governments at all levels shall organize relevant departments of cultural relics, public security, construction, transportation and water conservancy to take effective measures to ensure the safety of cultural relics in the census. All construction activities involving cultural relics survey, including industrial, transportation, water conservancy facilities and other large-scale capital construction projects, should implement the "People's Republic of China (PRC) Cultural Relics Protection Law" and the relevant provisions of this survey. (5) Establish a census team. According to the actual needs of the census work, the provincial census leading group shall formulate plans and programs for the formation of the team. (6) Organize and train census personnel at the national and local levels. The training work is divided into two levels. At the national level, the training targets are the cultural relics protection managers of provincial census offices and senior professional and technical personnel who have participated in the census. The training content mainly includes relevant laws and regulations, census norms and standards and related technical requirements, organization and management of census work, etc. The provincial-level training targets are the staff of census offices at all levels in the province and all census takers. Make all participants qualified to participate in the third national cultural relics survey and ensure the quality of the survey.

(3) The office of the census leading group at or above the provincial level conducts spot checks on relevant census data and information data.

(4) regularly report census data and information. In the field investigation, the census team should seriously investigate immovable cultural relics in accordance with relevant norms and standards, truthfully and accurately fill in the contents of the Registration Form of Immovable Cultural Relics in the Third National Cultural Relics Survey and the Registration Form of Missing Cultural Relics in the Third National Cultural Relics Survey to ensure the integrity, authenticity and scientificity of basic data. No place, department, unit or individual may falsely report, conceal, refuse to report or report late, or forge or tamper with census information and data. If the above situation occurs, it will be punished according to relevant laws and regulations. If the census data and materials involve state secrets, they shall perform the obligation of confidentiality. If there is a leak, it will be handled according to the national secrecy regulations.

The local people's governments at or above the county level shall, according to the census results, be responsible for establishing the archives of cultural relics census in their respective administrative areas; Provincial cultural relics administrative departments are responsible for the establishment of the province (autonomous regions and municipalities directly under the central government) cultural relics census files and information management system; National Cultural Heritage Administration is responsible for establishing the information management system of immovable cultural relics in the third national cultural relics survey, and filing the archives of the national cultural relics survey.

Cultural relics administrative departments at all levels shall make backup management of data, materials and electronic files of cultural relics census to ensure safety.

Provinces (autonomous regions and municipalities directly under the Central Government) publish census data and report them to the the State Council Census Leading Group for approval; The national cultural relics census data was audited by the the State Council Census Leading Group Office and officially released after being approved by the the State Council Census Leading Group. The funds needed for cultural relics investigation shall be borne by the central finance and local people's governments at or above the county level.

The central finance mainly implements the working funds, training fees, some equipment purchase fees, subsidies for field surveys and publication of census reports in difficult areas of the State Council, etc. Local finance at all levels mainly undertakes the working funds of census leading group offices at all levels, field survey funds and census personnel funds.

Census funds are included in the fiscal budget of the year by the financial departments at all levels, and are allocated and used on time. Census leading groups at all levels and their offices shall, in accordance with the provisions of the national financial system, strengthen the management of census funds, use them for special purposes, practice strict economy, oppose waste, and ensure the standardized, safe and effective use of funds; At the same time, strengthen the registration, use and management of census equipment to prevent the loss of state-owned assets. The publicity work of the census shall be formulated by the Office of the Census Leading Group of the State Council, and shall be organized and implemented after being approved and promulgated by the Leading Group. According to this, the provincial census leading group office formulated the propaganda plan of the whole province and organized its implementation. The State Council census leading group office is responsible for the supervision and guidance of the provincial census propaganda work.

According to the different stages of the census, the publicity of the census determines different key contents respectively. In the first stage, the purpose and significance, scope, objects, contents and methods, and census procedures of the census were mainly publicized. The second stage is to publicize the laws and regulations, progress and advanced deeds of cultural relics census. In the third stage, follow up and publicize the data processing progress of the cultural relics census, release the basic results of the census, publicize the "immovable cultural relics list" and the national immovable cultural relics data management system, and report the role of cultural relics in building a harmonious society and promoting economic and social development.

After the census, the local people's governments at or above the county level should make a serious and pragmatic summary of the census organization, preliminary investigation, professional training, field investigation, data collection and integration of census results. On the basis of provincial census reports, the Office of the Leading Group for Cultural Relics Census of the State Council compiled the Report of the Third National Cultural Relics Census, which was approved and published by the Leading Group.

In order to carry forward the achievements, encourage the advanced and sum up the experience, the Office of the Leading Group for Cultural Relics Survey of the State Council summarized the situation in each province and put forward the work plan of the Third National Cultural Relics Survey Summary and Commendation Conference.
