The opinions clarified the handover matters, handover personnel, handover time, management fees and service methods. The purpose is to peel off the social functions of enterprises, solve the relationship between government and market, encourage enterprises to participate in market competition fairly and justly, enhance their own hematopoietic function, give play to the role of enterprises in market elements, and straighten out the positioning of government and enterprises, which is the inevitable requirement of enterprise reform and restructuring.

First, socialized management of retirees in state-owned enterprises is an inevitable need of enterprise reform and restructuring.

In order to solve the problems left over from history, the CPC Central Committee and the State Council invested special funds to carry out the transformation of "three links and one industry" (water supply, power supply, heating and property management) in the old community of state-owned enterprises, and the service of the staff community was socialized and the whole was handed over to local service enterprises for management, ensuring the standardized management of socialized and professional services.

Fourth, most retirees think that they have worked hard in the enterprise all their lives, so they have no unit and are particularly lost emotionally.

Fifth, retirees have been in emotional contact with their old colleagues in the old unit for decades, and it is still difficult to give up for a while, and they have the idea of passive acceptance.

Sixth, the identity and address of retirees have also changed, collectively known as community residents. Like the identity of the community, there is no sense of superiority of retired workers.

Seventh, in the past, some benefits given by enterprises to retirees would be gradually reduced or stopped, and the psychological feeling was not a taste.

Eighth, enterprise retirees are poor due to illness, and trade unions have special funds for employees with difficulties to help solve practical difficulties. After being handed over to the street community, they have no time and energy to take care of the daily affairs of retirees.
