It is reasonable for property companies to charge property fees in advance. Property companies can charge property fees six months in advance, and there are some differences in the monthly fees charged by price bureaus in different regions. In order to improve the quality of service, property companies have to prepay property fees as working capital.

Article 25 of the Measures for the Implementation of the Management of Property Service Charges: Without the consent of the owners and users, the property management enterprise shall not collect the property service charges for more than six months in advance at one time, nor shall it charge the owners and users the deposits, security deposits and other fees for long-term occupation (more than one year) without authorization. Article 8 Property management enterprises shall clearly mark their prices in accordance with the provisions of the competent pricing department of the government, and publicize relevant information such as service contents, service standards, charging items and charging standards in a prominent position within the property management area.
