Not included. According to Article 11 of the Measures for the Administration of Property Service Charges (hereinafter referred to as the Measures), property fees generally include the following contents:

1. Manage the salary, social insurance and welfare expenses of service personnel;

2. The daily operation and maintenance expenses of the parts, facilities and equipment used by the property;

3. Cleaning and sanitation expenses in the property management area;

4. Greening and maintenance costs in the property management area;

5. Maintenance cost of regional order of property management;

6. Office expenses;

7. Depreciation of fixed assets of property management enterprises;

9. Other expenses agreed by the owner.

In addition, according to Article 17 of the Measures, water supply, power supply, gas supply, heating, communication, cable television and other units within the property management area shall charge relevant fees to the end users. If the property management enterprise accepts the entrustment to collect the above fees, it may charge the entrusting unit a handling fee, and may not charge the owners any additional fees such as handling fees.

Therefore, the heating fee is an independent fee charged by the heating company or the heating company that cooperates with the community. If the property company is entrusted by the heating company to charge the owner, the owner is obliged to pay the heating fee, but this part of the fee is not included in the property fee.
