If the new house is not signed, you can open a certificate of occupancy. The owner can go to the local police station to apply for the certificate of opening and occupancy with the purchase contract or the house book. Generally, only the owner (the owner of the house purchase contract or real estate license) is issued with the proof that the owner lives in this community, and then the owner will issue a formal proof of residence to the community neighborhood Committee or police station in the jurisdiction.
