Article 1 In order to regulate the publishing of small advertisements, improve the city appearance and living environment, maintain the order of urban management and promote the construction of urban civilization, these Regulations are formulated in accordance with the Advertising Law of People's Republic of China (PRC), the Regulations on the Administration of City Appearance and Environmental Sanitation and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the publication and management of small advertisements in urban built-up areas within the administrative area of this Municipality and other urbanization management areas designated and announced by the people's governments of cities and counties (cities, districts). Article 3 The publication of small advertisements as mentioned in these Regulations refers to the publication of small advertisements such as pictures, characters and cards in public places, public facilities, urban roads, buildings and trees by posting, spraying, depicting, hanging, placing and distributing, excluding the installation of large outdoor advertisements, facade signs, building signs and public service advertisements. Article 4 The management of small advertisements shall follow the principles of overall planning and coordination, territorial responsibility, highlighting key points, combining unblocking and blocking, and public participation. Fifth city and county (city, district) people's governments should strengthen the organization and leadership of the management of small advertisements, and coordinate and solve major problems in the management of small advertisements. Sixth city and county (city, district) urban management departments are responsible for the supervision and management of small advertisements within their respective jurisdictions, and take the lead in organizing relevant departments to investigate and deal with illegal small advertisements.

The market supervision and management department is responsible for the supervision and management of small advertising content.

The public security organs are responsible for investigating and handling small advertisements suspected of violating laws and crimes, and cooperate with relevant departments to carry out joint law enforcement.

The financial department is responsible for cleaning up small advertisements, setting up public information columns, and ensuring relevant supervision and management funds.

Education, industry and information technology, housing and urban construction, cultural tourism, health, taxation and other relevant departments should do a good job in the supervision and management of small advertisements according to their respective responsibilities.
