What should I do if the property detains the owner's key?

Legal analysis: the property has no right to detain the owner's key. It is the developer's obligation to deliver the house to the owner. If the owner has paid the house price, the developer must deliver the house to the owner. Property management companies deliver houses to owners to fulfill their obligations on behalf of developers, only in the name of developers, not in their own names. The property management company refuses to give the owner the house key because of the owner's refusal to sign the owners' convention or other reasons, which is to attach its relevant rights in the property management contract to the developer's obligation to deliver the house, which is not in compliance with the law.

Legal basis: Article 22 of the Regulations on Property Management, the construction unit shall formulate a temporary management statute before selling the property, and make an agreement on the use, maintenance and management of the property, the interests of the owner, the obligations that the owner should perform, and the responsibilities that the owner should bear if he violates the temporary management statute. The temporary management regulations formulated by the construction unit shall not infringe upon the legitimate rights and interests of property buyers.
