Notice of the General Office of Dalian Municipal People's Government on Printing and Distributing the Measures for the Administration of Comprehensive Acceptance of Urban Residential Areas in Dalian

Article 1 In order to strengthen the management of completion acceptance of urban residential quarters and improve the quality of life and environment of residential quarters, these Measures are formulated in accordance with the Administrative Measures for Comprehensive Acceptance of Completion of Urban Residential Quarters of the Ministry of Construction and in combination with the actual situation of Dalian. Article 2 These Measures shall apply to the comprehensive acceptance of newly-built residential quarters (hereinafter referred to as residential quarters) with a construction area of over 20,000 square meters in the urban planning areas of Zhongshan District, Xigang District, Shahekou District and Ganjingzi District of Dalian. Article 3 The Dalian Urban and Rural Construction Committee is the construction administrative department of the Municipal People's Government, and is responsible for organizing and implementing the comprehensive acceptance of the completion of residential quarters.

The establishment of Dalian residential area completion comprehensive acceptance office (hereinafter referred to as the comprehensive acceptance office). The municipal comprehensive acceptance office is led by the municipal construction administrative department, with the participation of municipal planning, land planning, urban construction, real estate, environmental protection, public utilities, health, development office, public security, radio and television, education, electric power, telecommunications, postal services and other departments as well as relevant professional companies, relevant departments of the district government where the community is located, and sub-district offices. Fourth development and construction units in residential construction projects before the start, should be submitted to the city residential comprehensive acceptance office completion plan.

According to the needs, the municipal comprehensive acceptance office can inspect and supervise the construction of houses and supporting facilities in residential areas. Fifth residential housing is completed, the development and construction unit shall apply to the municipal comprehensive acceptance office for comprehensive acceptance.

Residential quarters built by stages may apply for comprehensive acceptance by stages. Sixth residential areas meet the following conditions, you can apply for comprehensive acceptance:

(a) the building construction meets the planning approval and design requirements;

(two) the quality of construction projects (including municipal projects) has reached the quality grade standards stipulated by the state;

(three) public facilities, municipal public infrastructure acceptance, complete procedures;

(4) The municipal facilities such as roads, sanitation facilities, greening, street lamps, etc. in the area put into use meet the use requirements;

(five) the construction facilities, equipment and temporary buildings, residual components, building soil all removed;

(six) the proper placement of relocated households;

(seven) whether the construction project files are complete;

(eight) other conditions stipulated by laws, regulations and rules. Article 7 To apply for comprehensive acceptance, the following documents shall be submitted:

(a) residential project documents and real estate housing plan approved by the relevant departments of the city;

(two) the construction project planning permit;

(3) Construction permit;

(four) construction engineering (including municipal engineering) quality rating documents;

(five) the responsibility book for the transfer of construction project completion files;

(six) fire acceptance permit;

(seven) environmental protection acceptance certificate;

(eight) other documents stipulated by laws, regulations and rules. Article 8 The municipal comprehensive acceptance office shall, within 30 days from the date of receiving the application for comprehensive acceptance, conduct comprehensive acceptance of the quality of single residential projects, roads, drainage, street lamps, landscaping, fire protection, sanitation and epidemic prevention, environmental sanitation, tap water, gas, electricity, preparatory work for property management, schools, kindergartens and houses used by neighborhood committees in the community. Acceptance, by the municipal administrative department of construction issued a comprehensive acceptance certificate for the completion of residential areas. Ninth residential areas after comprehensive acceptance, should be in accordance with the relevant provisions of the residential property management, property management. Not according to the provisions of the declaration of acceptance or unqualified acceptance, residential areas shall not be delivered. Unauthorized delivery, the municipal comprehensive acceptance office can be submitted to the municipal government for approval, and the municipal construction administrative department shall take compulsory measures such as temporarily freezing part or all of the project until it reaches the acceptance standard; Before reaching the acceptance standard, no department may handle other relevant development and construction procedures for it. Eleventh city comprehensive acceptance office can be combined with the comprehensive acceptance of residential areas, put forward suggestions to the municipal administrative department of construction evaluation of residential areas. The grade of residential quarters shall be announced by the municipal administrative department of construction. Article 12 Comprehensive acceptance of residential quarters with a construction area of less than 20,000 square meters and residential quarters in counties (cities), Lushunkou District, Jinzhou District, Dalian Economic and Technological Development Zone, Dalian Jinshitan National Tourism Resort and Dalian Hi-tech Industrial Park can be implemented with reference to these measures.
