The providers of water and electricity are water supply companies and power supply bureaus. The water supply company and the power supply bureau have the right to terminate the water supply and power supply after legal procedures, and the property has no right to cut off water and electricity for the owner without agreement in the contract.

Water supply usually has the following three situations:

Under normal circumstances, the main users will be notified by water stop notice or telephone;

2, temporary repair of water supply, when the water supply facilities have an unusually sudden or irresistible catastrophic failure, it is necessary to temporarily stop water supply and repair;

3. Due to user's violation, the water is stopped due to arrears. Failing to pay the water fee according to the relevant provisions due to serious violations by users, acts that endanger the normal water supply order, and long-term arrears.

Property management companies have the right to stop water supply and power supply, as follows:

1. When the owner fails to pay the water and electricity charges and authorizes the property management company to collect and remit them, the water and electricity can be cut off;

2. In case of catastrophic accident, the property management company has the right to cut off water and electricity. For example, in case of fire, the property has the right to cut off power according to the specific situation; The owner's house is empty, the water pipe bursts, and the property can stop water;

3. The property has the right to stop the water supply and power outage according to the relevant administrative orders or the notice of the water supply and power supply department. For example, the power supply department should guarantee the power supply line, and when the power outage notice is issued to the public, the property can be blacked out within the specified time.
