For the owner's personal and property damage liability, the property management company and the owner can make a special agreement in the property management contract. Unless otherwise agreed, the property management company will not be liable for personal and property damage of the owner.

Because there is no special agreement on the content of security service in the contract, "security" is to ensure the convenience and safety of property use and the good and stable public order in the community, rather than social security in a broad sense. The property management company does not assume the owner's personal insurance liability. Taking care of the owner's personal and property safety has gone beyond the general security service stipulated in the property management service contract.

Legal basis: Article 35 of the Regulations on Property Management, a property service enterprise shall provide corresponding services in accordance with the stipulations of the property service contract. The realty service enterprise fails to perform the realty service contract, causing personal and property safety damage to the owner, and shall bear corresponding legal responsibilities according to law.
