In order to strengthen the management of property management service charges in our city, according to the provisions of the Interim Measures of Jinan Municipality on Property Management Service Charges, combined with the actual situation of our city and referring to foreign experience, we hereby determine the charging standards of property management service levels in our city and related matters as follows:

1. The charging standards stipulated in this Notice are applicable to the property management fees of high-rise apartments, senior houses, villas, office buildings, complex buildings, commercial buildings, hotels, industrial parks and other properties within the urban areas and counties (cities).

Two, residential property management public service level charges (calculated by indoor construction area):

1, and the first-class charging standard is RMB per square meter/month;

2. The secondary charging standard is RMB per square meter/month;

3. The third-level charging standard is RMB per square meter/month;

4. The four-level charging standard is RMB per square meter/month.

Residential buildings equipped with elevators shall go through elevator procedures on a voluntary basis. 5 yuan per person per month for permanent passengers and 5 yuan per person per time for temporary passengers.

Three. Public services include the daily operation, repair and maintenance of public facilities and equipment; Public health and cleaning (including corridor and basement sanitation) and collection of domestic garbage; Clean septic tanks; Dredge sewage pipes in public areas; Environmental greening; Security; Public lighting, etc. In residential areas where property management is implemented, for every reduction of public service content, the charging standard will be reduced accordingly.

Four, commercial apartments, commercial residential areas (groups), villas, office buildings, complex buildings, shopping malls, hotels, industrial parks and other property management services, property management companies according to the requirements of owners, non-owners and users, to provide general services and services.

The service level and management cost shall be reported to the municipal price department for approval in the charging standard. The owners' committee may, according to the service quality of property management and the satisfaction of the owners, make an upward adjustment on the basis of the quasi-charging standard, and determine it through consultation within the range of 10%.

Five, the assessment of residential district charge level, take the application of property management companies, the municipal price department in conjunction with the property management administrative departments in accordance with the "Jinan residential district property management service rating standards", to apply for assessment of the community according to the number of scores to determine the level, and announced below.

Six, property management companies according to the rating, to the municipal price department to apply for fees, fill in the "Jinan City Property Management Service Fees Declaration Form" in duplicate, with the qualification certificate, business license and other relevant information, after the approval of the municipal price department, can charge.

Seven, confirmed by the civil affairs department to enjoy the minimum living guarantee of the family by no more than four charges.

Eight, residential office and commercial housing service charges can be higher than the residential charges in the same district, office space shall not exceed100%; Commercial housing shall not exceed 200%.

Nine, there is a special parking lot in the property area, and the storage fee is charged according to the prescribed standards (the standard is attached). If there is no special parking space, a parking line will be set aside and parking fees will be charged without affecting the public order in the property area. The parking fee belongs to all owners, and the special fund shall be used to make up for the shortage of public service fees and shall not be used for other purposes.
