Article 2 These Measures shall apply to the election of the property management committee of urban residential quarters in this Municipality (hereinafter referred to as the CMC).

The term "residential area" as mentioned in these Measures refers to a residential area with a construction area of more than 30,000 square meters, which is mainly residential through unified planning, comprehensive development, supporting construction and self-construction by organs, enterprises and institutions.
