Today, Chengdu housing management, development and reform, finance, land, land tax, finance and other departments jointly issued the "Implementation Opinions on Implementing the State Council's Requirements on Further Accelerating Housing Security and Doing a Good Job in Real Estate Regulation" (hereinafter referred to as the "Opinions"), so as to maintain the stable and healthy development of Chengdu's real estate market by accelerating the construction of affordable housing, strengthening the supervision of the real estate market, and temporarily implementing housing purchase restriction measures.

The object of public rental housing protection includes not only Chengdu urban and rural lower-middle income families with local household registration, newly-employed college graduates and vocational school graduates, but also non-local household workers who have paid comprehensive social insurance or social insurance for urban workers for a certain period of time, as well as enterprise employees who are employed in areas with concentrated industrial development.

(A) efforts to achieve the goal of new housing price control
According to the spirit of document [20 1 1] 1 issued by the State Council, the city will reasonably determine the price control target of new housing in our city in 20 1 1 year according to the current housing price level and economic development goals, as well as the growth rate of per capita disposable income and the affordability of residents' housing. In order to keep house prices basically stable and ensure that the price increase of new houses does not exceed the annual control target, our city will take effective measures to strengthen its work responsibilities. Incorporate the work of housing security and stabilizing housing prices into target management, implement the responsibility system of grasping the first level and implementing it at different levels, establish an interview, inspection and accountability system, and seriously investigate the responsibility for the failure to implement market control measures, the ineffective implementation of the purchase restriction policy, the slow progress in the construction of affordable housing projects, and the ineffective management of rental and sale and the supervision of later use.
(2) Further strengthen the management, supervision and inspection of the real estate market.
Strictly manage the supply of housing land. Development enterprises will be prohibited from participating in land bidding activities in our city if they have idle land, change the use and nature of land without authorization, delay the start and completion time, hoard real estate, drive up housing prices and other illegal acts. For the land that has provided real estate, if the construction permit has not been obtained for more than two years, the land use right shall be recovered according to law and a fine of more than one year shall be imposed.
Strict tax collection and management. Further strengthen the management of land value-added tax pre-collection of real estate development enterprises, strengthen the supervision and inspection of land value-added tax collection and management, and focus on land value-added tax liquidation inspection of real estate development projects whose pricing obviously exceeds the surrounding housing prices. During the year, real estate price appraisal technology was fully implemented, tax collection and management of stock house transactions was strengthened, and tax loopholes were resolutely blocked.
Strict pre-sale permit management of commercial housing. Real estate development enterprises must sell commercial housing in strict accordance with the pre-sale plan of commercial housing, and may not pre-sell commercial housing before obtaining the pre-sale permit, and may not charge the buyer a deposit, advance payment and other expenses in disguised form by subscribing, booking, lottery and issuing VIP cards. Illegal pre-sale, confiscate the illegal income and impose a fine. Strengthen the supervision of pre-sale funds, ensure that pre-sale funds are used for the construction of commercial housing projects, and prevent the phenomenon of late completion or "unfinished buildings".
Strictly supervise the pre-sale price of commercial housing. When applying for pre-sale permit, real estate development enterprises must truthfully submit the pre-sale price in the pre-sale plan, and mark the price according to a set of clear codes, "one room and one price" for public sale. The submitted price shall not be adjusted within 3 months. If the price needs to be adjusted after 3 months, it must be re-submitted for approval and re-publicized according to regulations. Before the new price is announced, saleable houses are still sold at the original price, and real estate development enterprises may not refuse to sell. Real estate development enterprises shall publicize the forms of house price discounts, concessions and other promotional activities at the sales site. If the actual transaction price of commercial housing is higher than the submitted price, the online signing system of commercial housing sales contract will be closed and the contract will not be filed. Price and other relevant departments will investigate and deal with price fraud, price fraud and violation of clearly marked price regulations in real estate development, sales and intermediary services according to law.
Strictly supervise commercial housing transactions. If all saleable houses, unsold houses or false commercial housing sales contracts are not sold at one time within 10 days after obtaining the pre-sale permit, measures such as suspending the pre-sale and closing the online signing system of commercial housing sales contracts will be taken and recorded in the credit file and the credit information system of China People's Bank; If the circumstances are serious, the qualification of real estate development enterprises shall be reduced or cancelled according to law. Financial institutions shall, in accordance with the provisions, stop issuing loans and loans to newly started projects.
(3) Temporarily implement the housing purchase restriction policy.
Time and scope of housing purchase restriction. From now on, Jinjiang District, Qingyang District, jinniu district, Wuhou District, chenghua district and High-tech Zone will temporarily implement housing purchase restriction measures. The time for newly purchasing commercial housing is based on the online filing time of commercial housing sales contract, and the time for newly purchasing second-hand housing is based on the transaction transfer acceptance time.
The object of housing purchase restriction. Households registered in this city have 1 house in the main city, so they can buy a second house and suspend the purchase of a third house. Non-local registered families who have no housing in the main city of this city can purchase 1 house in the main city with the tax payment certificate or social insurance payment certificate of this city, and postpone the purchase of the second house. Non-local registered families who cannot provide the city's tax payment certificate or social insurance payment certificate may suspend the purchase of houses in the main city. A family with local household registration refers to a family with all or part of its members registered in this city, including both husband and wife and children under the age of 18. The number of housing units owned by families shall be based on the number of commercial housing sales contracts filed in the real estate registration information system of this Municipality and the number of housing units filed in the ownership registration system when purchasing new houses.
Matters needing attention in purchasing houses during the implementation of the purchase restriction policy. First, when purchasing a new house, the purchaser should truthfully fill in the "Declaration Form for Housing Situation of Family Members of the Purchaser" and provide proof of identity, household registration and marital status. Non-local household registration should also provide tax payment certificate or social insurance payment certificate; Second, the purchaser should use the "Declaration Form of Housing Situation of Family Members of the Purchaser" and the supporting materials as the attachment of the housing sales contract and the application materials for online filing and ownership registration of commodity housing contracts; Third, if the purchaser provides false certification materials, he will bear the economic and legal responsibilities such as the inability to file the house sales contract online, the inability to register the ownership, and the economic losses after the contract is terminated.
The obligations that real estate development enterprises and brokerage institutions should perform in the implementation of the purchase restriction policy. Real estate development enterprises and brokerage institutions shall publicize the purchase restriction policy in a prominent position at the sales site and business premises, and shall not sell houses or provide intermediary services to buyers who belong to the purchase restriction object. Real estate development enterprises and brokerage institutions shall, before the online signing of the housing sales contract, verify whether the Declaration Form for Housing Situation of Family Members of the Buyer provided by the purchaser is consistent with the certification materials; During the online signing of the housing sales contract, the information of family members registered in the Declaration Form of Housing Situation of Family Members of the Buyer shall be entered through the online signing system, and the number of houses owned by the buyer and his family members in the main city of this city shall be inquired through the municipal housing registration system. If the system prompts that it is not the object of purchase restriction, you should continue to go through the online signing procedures and upload the Declaration Form of Housing Situation of Family Members of the Buyer and a copy of the supporting materials signed by the buyer. If the housing management department verifies that the purchaser belongs to the object of purchase restriction and refuses to sign and record the housing sales contract online, the real estate development enterprise and brokerage institution shall terminate the housing sales contract and cancel the information record of the second-hand housing sales contract with the purchaser.
Supervision of the implementation of the purchase restriction policy. If the housing management department finds that a real estate development enterprise or brokerage institution violates the provisions of the purchase restriction policy, or colludes with the purchaser to provide false certificates, it will severely investigate and punish it according to law, suspend its online signing, and record its illegal acts in the credit files of real estate enterprises, brokerage institutions and employees. If the housing management department finds that the purchaser provides false certificates, it shall not go through the formalities of property right registration and transfer.
