Article 2 These Provisions shall apply to property management activities within the administrative area of this Municipality.
Third city real estate administrative departments responsible for the supervision and management of the city's property management activities, organize the implementation of these provisions. County (city) real estate administrative departments responsible for the supervision and management of property management activities within their respective jurisdictions. Construction, planning, urban management, industry and commerce, price, public security, environmental protection, heating, water supply, drainage, power supply, gas supply, cable television, communications and other relevant administrative departments and units shall cooperate with the implementation of these Provisions in accordance with their respective regulations. Sub-district offices and Township People's governments shall assist in property management.
Fourth real estate administrative departments to divide the property management area, mainly consider the following factors:
(a) water supply, drainage, power supply, heating, fire fighting and other facilities and equipment used by the owner;
(2) Belonging to a natural neighborhood or a closed community;
(3) generally adapt to the establishment of community residents' committees.
Article 5 The owners' congress is composed of all owners in the property management area. In a property management area, the first owners' meeting shall be held if the construction area of the houses sold and delivered for use reaches more than 50%, or if the first house is sold and delivered for use for 2 years.
