Measures of Guangxi Zhuang Autonomous Region for the Administration of Organ Affairs

Article 1 In order to standardize the affairs management of government organs, ensure the normal operation of government organs, reduce the operating costs of government organs and build energy-saving government organs, these Measures are formulated in accordance with the State Council's "Regulations on Government Administration" and other laws and regulations, combined with the actual situation of this autonomous region. Article 2 These Measures shall apply to the administrative activities of the people's governments at all levels and their departments in the whole region.

The term "organ affairs" as mentioned in these Measures refers to the work of using financial funds to ensure the normal operation of organs, including the management of operating funds, assets and logistics services. Article 3 The people's governments at or above the county level shall strengthen the unified management of the affairs of government organs at the corresponding level, establish and improve management systems and standards, co-ordinate resources, and promote the socialized reform of logistics services, official vehicles and official reception services. Article 4 The competent department of organ affairs at or above the county level shall be responsible for the affairs of organs at the corresponding level and guide the work of relevant organs of lower-level governments.

The departments of development and reform, finance, land resources, housing and urban and rural construction of the people's governments at or above the county level shall, in accordance with the division of responsibilities, strengthen supervision and inspection of the management of operating funds, assets and logistics services of the organs.

Government departments should implement centralized management of government affairs and strictly implement the system and standards of government affairs management. Fifth people's governments at or above the county level shall establish and improve the statistical report and performance evaluation system of government assets, energy conservation and expenses of public institutions. The administrative department of government affairs shall, jointly with relevant departments, carry out statistics, analysis and evaluation of government operating costs, and report the management of government funds, assets and logistics services to the people's government at the same level and the administrative department of government affairs at the next higher level. Article 6 The people's governments at or above the county level shall strengthen the management of the operating funds of the organs, improve the relevant expenditure standards, standardize the examination and approval procedures for the use of funds, and strictly carry out internal audit to improve the efficiency in the use of funds.

The term "operating expenses" as mentioned in these Measures refers to the funds used to purchase the goods and services needed for the operation of the organs. Article 7 The administrative department of organ affairs at or above the county level shall, jointly with the financial and other relevant departments, formulate and adjust the physical quota and service standard of organ operation in a timely manner according to the actual situation of organ affairs management.

The physical quota for the operation of organs mainly includes the quantity and quality standards of energy resources needed to ensure the operation of organs, such as land for organs, office buildings, official vehicles, office equipment, office furniture, water and electricity.

The service standards for the operation of organs mainly include the content and grade standards of services needed to ensure the operation of organs, such as meetings, travel, training and property services.

The financial department of the people's government at or above the county level shall, according to the physical quota and service standards, refer to the market prices of related commodities and services, organize the formulation and timely adjustment of the budget expenditure quota standards and related expenditure standards for the operating funds of the organs. Article 8 Where the affairs management department of a government organ at or above the county level organizes and implements the construction and maintenance of office buildings, the renewal of official vehicles, logistics services and other affairs of the government organ at the same level in accordance with the provisions and in combination with the actual situation of the affairs management of the government organ at the same level, the fund management shall be implemented in accordance with the provisions of the state budget management. Ninth government departments shall, in accordance with the laws, regulations and provisions of government procurement, purchase the goods, projects and services required for the operation of the organs; If bidding is needed, the laws, regulations and provisions on bidding shall be observed.

Government departments should purchase affordable goods, not luxury goods, super-standard services and luxurious office buildings. Article 10 People's governments at or above the county level shall, according to the relevant provisions on the management of state-owned assets of administrative institutions, the level of economic and social development, the requirements of energy conservation and environmental protection and the basic needs of the operation of institutions, formulate and adjust the asset allocation standards of institutions in a timely manner, determine the quantity, price, performance and minimum service life of assets, and realize the reasonable connection between asset allocation and physical quota. The finance department shall be responsible for the specific work jointly with other departments.

Government departments shall, according to the government asset allocation standards, prepare the government asset allocation plan, and shall not allocate government assets beyond the standard. Article 11 The administrative department of government affairs at or above the county level shall, in accordance with the division of responsibilities, formulate and organize the implementation of specific systems for the management of government assets, be responsible for the management of government assets within the scope of responsibilities and accept the guidance and supervision of relevant departments such as finance. Twelfth government departments should establish and improve asset account cards and use files, and establish daily use management systems such as asset procurement, warehousing registration, warehousing inventory, requisition and return.

Idle assets of various government departments shall be uniformly transferred and used by the financial department at the same level and the competent department of government affairs in accordance with the prescribed division of responsibilities. If it cannot be adjusted or can no longer be used, it shall be auctioned or scrapped in accordance with the procedures, and the proceeds from the disposal shall be turned over to the state treasury at the corresponding level, and the assets of the relevant organs shall be written off in accordance with regulations. Classify, recycle and treat the government assets and wastes written off by various government departments to promote recycling and save energy. Thirteenth people's governments at or above the county level shall establish and improve the unified management system for land use and office space of government organs at the same level, and the competent departments at the same level shall implement unified ownership management.

The competent department at or above the county level shall, jointly with the departments of development and reform, finance, land and resources, housing and urban and rural construction at the same level, prepare the land reserve and construction land supply plan for office buildings of government organs at the same level.
